Dis- <br />cussion has been ongoing relative to traffic <br />patterns downtown, updating our signage, <br />signals, etc. The Parent - Teachers group <br />is very concerned presently about crossing <br />guards and have focused on this concern. <br />In her discussions with Attorney Rautenstraus, <br />and Director Leesman in the past, there has <br />Responsibility & Liability been a major question of liability and where <br />the responsibility is. Mel Wiesley of the <br />School District advised that it was the City's <br />issue unless it is on the schoolgrounds, <br />and. the City says it is up to the School Dis- <br />trict. Mrs. Morris felt that there was per- <br />haps a lack of coordination and communication <br />as to who needs to address this. She was aware <br />that Director Kasch had been involved by <br />helping to redirect traffic. She suggested <br />tha~.t Council direct the City Attorney and <br />staff seriously explore with the School Dis- <br />trict whose responsibility it is; where the <br />liability comes in; and how we can handle <br />that liability issue? She also suggested <br />that perhaps Councilman Cussen could direct <br />thE: person involved in parent volunteers <br />with Jefferson County contact our School <br />Di:>trict and inform them how they put that <br />program together. This seems to be what <br />Ms.. Nicholas and the Parent Teachers are re- <br />quE:sting. <br />Mayor Pro-tem Leary Directed the City Attorney and staff tD dd an <br />analysis identifying responsibility (he <br />doubted that the responsibility issues would <br />be that significant as he didn't feel it was <br />thE, School District's responsibility). Also <br />exploring all the issues involved in terms <br />of liability, etc. In addition, a series <br />of options be drawn up, i.e. volunteer cross <br />guards, either parents or senior citizens; <br />also survey what other areas are doing in this <br />respect and attach some cost figures to those <br />options. He suggested also a brief analysis <br />of the pros and cons of each one. <br />Councilman Luce Co~:nmented that if a dialog is going to be <br />opened up on this issue, he would like to see <br />it broadened. It was his feeling that some <br />of the problem could be caused by the way <br />the School District decides to lay-out a given <br />school. In his experience the cities, he <br />believed, have no input at all into that pro- <br />cess. Suggested that council look beyond the <br />immediate problem and try to determine why <br />
