3/7/84 Page -8- <br />Councilwoman Morris Commented although she felt 375 was an <br />arbitrary number, it was determined by Council <br />at that time it was one that could be ade- <br />quate handled impactwize. Right now felt <br />that Council needed to look at an overall <br />figure and work on our policy. The immediate <br />situation was with the "Other" category. <br />It was her feeling that all members of <br />Council did not having the same meaning <br />fo:r the category. For her it was for in- <br />dividuals building a single home within <br />the City - not to include multi-family; it <br />was not to be involved with a builder whether <br />it be 100 homes or 20 homes. Agreed that <br />the in-fill factor was a significant issue. <br />Suggested that perhaps the "Other" category <br />should be eliminated. Felt that Boulder's <br />plan has a lot of merit. In speaking with <br />developers they felt it was a very adequate <br />system when applied properly. She would <br />like to examine this as well as others and <br />put together a viable process for our City. <br />Also favored percentages rather than up to <br />numbers. <br />Councilwoman Johnson Commented that she agreed all members did <br />not have the same meaning for the "Other" <br />category. It was also her understanding <br />that one permit meant one unit. Also agreed <br />that multi-family should not be in this <br />category. Felt that the smaller builders <br />should be in that category. She would also <br />like to explore the idea or see if the in- <br />formation that was provided by staff con- <br />cerning the Homart development could be put <br />together and see if we are going to have <br />with our 375 figure whether they would be a <br />deficit or maybe room for 380. Wished to <br />have this information before Council starts <br />the process for a plan for an allotment <br />system. <br />Councilman Cussen Commented that part of the dilemma is that <br />Council inherited a problem consequently <br />Council is either faced with raising taxes <br />or decreasing the services available to the <br />residents of Louisville. Wished to stay <br />within the 350-375 range. With the category <br />"Other" felt this created a split council and <br />,~y did not give the thought and consideration <br />that Council should have.to this category. <br />
