The small builders <br />in a sense could potentially be penalized. <br />This is the inverse of what should be occuring. <br />It is the larger guys that can afford the loss; <br />who are making the big impact on the desire <br />to control and we seem to be hearing that is <br />a problem that we can't address. Had some <br />suggestions he would like Council to consider. <br />Suggestions to Address First, in looking at the "Other" category <br />'the Prdbl~.em one could make a logical argument that in-fill <br />hays less financial impact on the City in terms <br />of providing services, etc. and is a more <br />desirable type of development opposed to <br />running water and sewer, police services, etc. <br />from where they are presently located to <br />service some proposed development. Felt <br />that the in-fill projects should have a higher <br />priority. <br />Secondly - that we look at an assumption <br />that is being made and it may not be valid; <br />that is that Homart is going to have 60 per- <br />mits to potentially be used this year, either by <br />them or Columbine. If the agreement issue <br />is not resolved with Homart in a reasonable <br />length of time, furthermore we are being <br />financially pressured both with major thorough- <br />fare improvements as well as water improvements, <br />felt that the 60 permit figure was an asset <br />that could be pulled back. <br />Third - the idea of making up numbers in 1985. <br />If one assumes that we are going to build <br />ideally 375 this year and 400 next year and <br />totalled those, it might be worthwhile going <br />over in a category this year and pulling back <br />in some other categories for next year, <br />assuming that we can establish a fair and <br />equitable criteria. Pulling back with some <br />of the more major builders. <br />Mayor Meier wished to comment on Councilman <br />Luce's statement - Council could not regulate <br />permits. He did not intend the comment to <br />mean that Council could not control growth <br />but that we cannot control it without a plan <br />in a defined form and definite criteria. <br />Fe:1t that the original figure for 1984 was <br />540 permits, which was cut back to 375 quite <br />arbitarily. <br />
