2/'7/84 Page -19- <br />Mrs. Morris remarked that discussions were <br />held regarding the Recreation site and at <br />that time thE~re was some question as to <br />what the impacts were. She inquired if <br />the City gets back the 80 acres that we <br />initially haci in that area that would lessen <br />Parcel J and would alleviate the commercial <br />or retail. on Parcel E. Inquired what that <br />impact would be as far as off-setting with <br />ou:r residential development? <br />Administratoz- Wurl stated this had not been <br />considered iri our review. <br />Councilwoman Morris stated as far as she <br />was concerned the Recreational site had <br />to take priority. It was her feeling this <br />was needed by the residents of the City and <br />was basic - must come first. It was her <br />contention there were many things that needed <br />to be worked out, i.e. if we don't need <br />the housing then it should be left out. <br />She would like Council to take a close look <br />at exactly what the negotiations are - what <br />Homart is really presenting to us; what <br />they are offering us; and what our needs are. <br />Mrs. Morris felt that it was up to each <br />councilmember individually to see what they <br />really do want on the property and let Homart <br />know that, then go from there. <br />Councilman Luce Councilman Luce commended Administrator <br />Recreation Center Wurl on the slide of the Recreation Center, <br />found it quite illuminating and possibly <br />had never grasped the significance previously. <br />Inquired how the original 80 acres was cal- <br />culated. <br />Administrator Wurl advised it was determined <br />40 acres would be needed for the Recreation <br />Center site and the remaining 40 acres was <br />an outright gift from Homart in terms of <br />their plan. In r``e^~~ley to P~Ir. Luce's inquiry <br />if the 40 acres/obtained by using the 20,000 <br />population equivalency, Administrator Wurl <br />stated that it was. Councilman Luce wished <br />toy verify under the new plan the City would <br />obtain approximately half that. Mr. Wurl <br />stated that is correct. <br />Fiscal Deficit Councilman Luce commented after reviewing <br />tree fiscal data that had been presented, <br />thhe City would have a deficit of approximtely <br />$237,000. He could see 3 ways of trying <br />to take care of that deficit. <br />
