2/7/84
likely to be developed
it was his opinion that
opportunity to dictate
we want.
Page -5-
in our City. So,
we do have the
the type of development
Councilwoman Morris Commented that some of the people have re-
People Resigning signed from the Task Force, asked Mr. Topf
how many had resigned and the philosophical
impact that that has had or not had on the
Task Force.
Mr. Topf advised they had approximately 14
members resigned and have had approximately 50%
attrition, and felt that it was down to a
more manageable group. Some of the reasons
people left were work related; there were
some philosophical problems, i.e. that the
Task Force was for the Mayor on growth and
development and that the Task Force was not
working towards those ends. Mr. Topf did
not agree with this. Also stated that a
number of people hadn't responded since
Christmas and didn't know their reasons.
Th.e timetable was very ambitious which in-
volved a lot of work and when people realized
th.e level of commitment they felt they didn't
have the time.
Councilman Luce Councilman Luce inquired of Mr. Topf what
Service Levels methodology was used to assess the adequacy
of the service levels?
Hi.s reply was that the group had reviewed
a number of studies that compared population
basis for the types of services and the
amount of open space available to the citizens
of` Louisville; and on that basis they deter-
mined that it was adequate. Mr. Ackerman
stated that national norms were taken for
the amount of parks space, prime statistics,
vc>lumes in the Library, response times from
the Fire Dept., emergency services, etc. The
question was if we have all our services
we>rking at 1100 right now, where does that
leave us with a little bit of growth? This
question is being put to the Finance Committee.
Mr. Topf named the members of the Services
Committee and stated they had stayed to-
gE~ther better than any of the rest of them.
Mr.. Topf stated that the members of the
Task Force felt positive about the City. That
i:> why they moved here, and want to feel
postive about the future of the City.
