2/7/84 Page -6- <br />Councilman Luce inquired what the Task <br />Farce saw as the desired outcome when they <br />produce the final report? <br />Mr. Topf replied the Mayor's charges; also <br />that they would like to address other ideas <br />that come from the community or Council to <br />sere where their research has led them as <br />fa.r as conclusions go in other areas. They <br />dog not hope to come up with a comprehensive <br />plan; nor a financial plan for the City. <br />They hope to politicize what the City is <br />going through at this point and set up a <br />wa.y for community participation to have. an~ ~. <br />effect on the future of our City. <br />Councilwoman Johnson Councilwoman Johnson commented a statement <br />Formal Growth Policy ways made there was a need for a formal growth <br />policy, was this valid? <br />Mr'. Topf advised that the comprehensive group <br />came to that conclusion. Chris Buri who works <br />far Madema (not on any projects in Louisville) <br />concluded this technically. It was his feel- <br />irig that it literally makes it more difficult <br />fc>r developers to deal with the City since <br />wee don't have a comprehensive plan. <br />Mr•. Topf reitereated that the comprehensive <br />plan was not a plan that actually tells us <br />wYiat our City is going to look like, and we <br />don't have anything that gives us any idea <br />how we will pay for services, or what the <br />pYlysical parameters of our City may be. <br />The population of our City is based on <br />availability of water and we don't even <br />address the fact of how to conserve water. <br />Arid if we conserve water then would it <br />bE~ desirable to have more people or more <br />population equivalency? He felt that these <br />were some of the specific things that people <br />would like to see addressed. <br />Councilwoman Johnson Inquired if the group was working on a <br />possible policy for Council to look at? <br />Mr. Topf was hopeful that there would be. <br />Mayor Meier thanked Mr. Topf and Mr. Acker- <br />man for their reports and stated Council <br />would be looking forward to their final <br />rE.port of May 2nd. <br />
