Mr. Topf replied the Mayor's charges; also that they would like to address other ideas that come from the community or Council to sere where their research has led them as fa.r as conclusions go in other areas. They dog not hope to come up with a comprehensive plan; nor a financial plan for the City. They hope to politicize what the City is going through at this point and set up a wa.y for community participation to have. an~ ~. effect on the future of our City. Councilwoman Johnson Councilwoman Johnson commented a statement Formal Growth Policy ways made there was a need for a formal growth policy, was this valid? Mr'. Topf advised that the comprehensive group came to that conclusion. Chris Buri who works far Madema (not on any projects in Louisville) concluded this technically. It was his feel- irig that it literally makes it more difficult fc>r developers to deal with the City since wee don't have a comprehensive plan. Mr•. Topf reitereated that the comprehensive plan was not a plan that actually tells us wYiat our City is going to look like, and we don't have anything that gives us any idea how we will pay for services, or what the pYlysical parameters of our City may be. The population of our City is based on availability of water and we don't even address the fact of how to conserve water. Arid if we conserve water then would it bE~ desirable to have more people or more population equivalency? He felt that these were some of the specific things that people would like to see addressed. Councilwoman Johnson Inquired if the group was working on a possible policy for Council to look at? Mr. Topf was hopeful that there would be. Mayor Meier thanked Mr. Topf and Mr. Acker- man for their reports and stated Council would be looking forward to their final rE.port of May 2nd.
