1/17/84 Page -2- Mayor Meier opened the public hearing and Attorney Rautenstraus certified proper publication of the public hearing. Director of Community Advised that the deadline for the application Development John Rupp had been rescheduled to February 1, 1984, Since we are running out of time and wished to visit with the new council, he had selected the site, which had been been discussed pre- viously;f_or elderly. The proposed site is a 5 acre parcel near the Heritage Subdivision. At one time the site was proposed to be a fire sub-station site, and the Fire Dept. were requesting 2 acres. The balance of the site, the Housing Authority had requested of the City to be used for a future housing project, if it was to be dedicated to the City. That appears to be a suitable arrangement. Later as the road alignment changed for Via App~ia, the Fire Department backed off on the site. They no longer appear to have the in- dication to have the site, are looking for another location. This then left the possi- bility of the Housing Authority using the whole site. The proposal is strictly for elderly - not for family housing. We do have family housing that was recently occupied in 1983. Also we have elderly housing at Regal Square. As far as HUD goes they want to see that the City demonstrates that they have interest in both types of housing be- fore they ask for more elderly. He commented that last year we had applied for downtown facilities for acquisition of property for parking, and we were going to relocate some dilapidated housing and provide an opportunity foY• those residents to move into our Housing Authority project. However, that was not suc;cessful. In the newspaper article it indicated that this year, 1984, they are going to place a high priority in the criteria foz- greater emphasis on the benefits of low anti moderate income. He felt that we could cez-tainly demonstrate that we have a tremendous li:~t of elderly that are trying to get into ouz- Regal Square project and it was his opinion that they would like to have the Council at least provide them the go ahead tb--ti~4 t;o =get more elderly housing at this particular site. Whether we are successful or not is a remote chance because there is a limited amount of money. Last year there were over 150 appli- cations for approximately $7-8 i~nillion dollars.
