1/17/84 <br />Page -2- <br />Mayor Meier opened the public hearing and <br />Attorney Rautenstraus certified proper <br />publication of the public hearing. <br />Director of Community Advised that the deadline for the application <br />Development John Rupp had been rescheduled to February 1, 1984, <br />Since we are running out of time and wished <br />to visit with the new council, he had selected <br />the site, which had been been discussed pre- <br />viously;f_or elderly. The proposed site is <br />a 5 acre parcel near the Heritage Subdivision. <br />At one time the site was proposed to be a <br />fire sub-station site, and the Fire Dept. <br />were requesting 2 acres. The balance of <br />the site, the Housing Authority had requested of <br />the City to be used for a future housing <br />project, if it was to be dedicated to the City. <br />That appears to be a suitable arrangement. <br />Later as the road alignment changed for Via <br />App~ia, the Fire Department backed off on the <br />site. They no longer appear to have the in- <br />dication to have the site, are looking for <br />another location. This then left the possi- <br />bility of the Housing Authority using the <br />whole site. The proposal is strictly for <br />elderly - not for family housing. We do <br />have family housing that was recently occupied <br />in 1983. Also we have elderly housing at <br />Regal Square. As far as HUD goes they want <br />to see that the City demonstrates that they <br />have interest in both types of housing be- <br />fore they ask for more elderly. He commented <br />that last year we had applied for downtown <br />facilities for acquisition of property for <br />parking, and we were going to relocate some <br />dilapidated housing and provide an opportunity <br />foY• those residents to move into our Housing <br />Authority project. However, that was not <br />suc;cessful. In the newspaper article it <br />indicated that this year, 1984, they are <br />going to place a high priority in the criteria <br />foz- greater emphasis on the benefits of low <br />anti moderate income. He felt that we could <br />cez-tainly demonstrate that we have a tremendous <br />li:~t of elderly that are trying to get into <br />ouz- Regal Square project and it was his opinion <br />that they would like to have the Council at <br />least provide them the go ahead tb--ti~4 t;o =get <br />more elderly housing at this particular site. <br />Whether we are successful or not is a remote <br />chance because there is a limited amount of <br />money. Last year there were over 150 appli- <br />cations for approximately $7-8 i~nillion dollars. <br />
