12/18/84 Page -4- <br />Councilman Fauson Commented that he felt the City Clerk <br />po:~ition should remain an elected position. <br />Favored increasing the salary for the position <br />an~i keeping it a vote of the public. <br />Councilman Luce Commented that he didn't. feel having an <br />election to fill the position would be <br />warranted; because of the expense of an <br />election. <br />Councilman Luce moved, Councilman Cussen <br />seconded that Council instruct the City <br />Administrator to advertise this position <br />to the public and to make a recommendation <br />back to Council on the appointment of the <br />City Clerk position. <br />Councilman Leary Conunented that he did not favor having <br />an election for the replacement of the <br />City Clerk. He concurred with Councilman <br />Fauson that the position should be public; <br />however he did not feel it was appropriate, <br />on an elected position, to have the City <br />Administrator make a recommendation for <br />they replacement of the City Clerk position. <br />He felt this should be a Council appoint- <br />ment. For example, should there be 3-4 <br />applicants from the community, Mr. Leary <br />didn't think it was an appropriate role <br />to put the Manager in to make an appoint- <br />ment for such an elected official. There- <br />fore he would vote against the motion unless <br />it was amended to take that part out. <br />Councilman Luce Conunented that the reason the motion was <br />made as it was - was for reasons of cost <br />efficiency there has been a recommendation <br />that that position be combined with other <br />duties, which he felt at the moment made <br />a great deal of sense. Secondly the intent <br />inciicating that there would be a recommenda- <br />tion to Council is that the Manager then, <br />thx-ough the Personnel function would be per- <br />fox-ming the interviewing process in order <br />to determine who was relatively qualified. <br />Un]_ess Council wishes to go through that <br />process, it seemed to him that it was ap- <br />propriate for a recommendation to come <br />back to Council. If Council doesn't feel <br />that is an appropriate recommendation they <br />care appoint someone else. <br />
