12/4/84 Page -22- <br />COMMUNITY DEVELOPMENT BLOCK Councilmembers had a copy of a memo from <br />GRANT Director of Community Services Hioco re- <br />que:~ting Council's authorization to apply <br />for a Community Development Block Grant <br />for a senior citizen's community center to _7e <br />Ioca~ted in the Dutch Creek area, off Jefferson <br />Avenue and Bella Vista. <br />Acting City Administrator Rupp advised the <br />City's application must be submitted in <br />January 1985 funding approval. The last <br />2 years have not been successful but it is <br />important to keep us in the game. State wy.c~~ <br />there are limited dollars for distribution <br />and the competition is very tough for gett~.~~~ <br />approval. The application needs to be in <br />by January 18, 1985 and there must be one <br />public hearing on the site. <br />Director Hioco advised that they had look~c:. <br />at several sites, i.e. the burned out homy <br />on the Aquarius site , but there are no wa. ~:E=:, <br />or sewer utilities available. Referring to <br />the Dutch Creek area, he stated utilities <br />are available, the City owns the property; <br />they are applying for funds from the Housinc; <br />Department for van service and felt this <br />would be the most appropriate site and this <br />does have to appear on the application. <br />AU~1ti0RIZATION FOR APPLICATION Mayor Meier moved, Councilman Luce seconded <br />that authorization be given Director of <br />Community Services Hioco to apply for <br />a Community Development Block Grant for <br />a senior citizen's community center with <br />the site yet to be determined. <br />Mayor Meier and Councilman Leary suggested <br />the Middle Park. site be reviewed as a possi'~ie <br />site. <br />In reply to Councilwoman Morris' question, <br />Mr. Hioco stated that $400,000 would construct <br />the building, the City would have to provide <br />the water and sewer tap; and it would not <br />furnish the center completely but would givF~ <br />it a good start. There would no commitment <br />required from the City as matching funds. <br />They do want to see the City's participatic~~~, <br />i.e. donation of the land, water and sewer <br />tap ;provided, engineering services provided <br />by staff, etc. <br />
