12/4/84 Page -22- COMMUNITY DEVELOPMENT BLOCK Councilmembers had a copy of a memo from GRANT Director of Community Services Hioco re- que:~ting Council's authorization to apply for a Community Development Block Grant for a senior citizen's community center to _7e Ioca~ted in the Dutch Creek area, off Jefferson Avenue and Bella Vista. Acting City Administrator Rupp advised the City's application must be submitted in January 1985 funding approval. The last 2 years have not been successful but it is important to keep us in the game. State wy.c~~ there are limited dollars for distribution and the competition is very tough for gett~.~~~ approval. The application needs to be in by January 18, 1985 and there must be one public hearing on the site. Director Hioco advised that they had look~c:. at several sites, i.e. the burned out homy on the Aquarius site , but there are no wa. ~:E=:, or sewer utilities available. Referring to the Dutch Creek area, he stated utilities are available, the City owns the property; they are applying for funds from the Housinc; Department for van service and felt this would be the most appropriate site and this does have to appear on the application. AU~1ti0RIZATION FOR APPLICATION Mayor Meier moved, Councilman Luce seconded that authorization be given Director of Community Services Hioco to apply for a Community Development Block Grant for a senior citizen's community center with the site yet to be determined. Mayor Meier and Councilman Leary suggested the Middle Park. site be reviewed as a possi'~ie site. In reply to Councilwoman Morris' question, Mr. Hioco stated that $400,000 would construct the building, the City would have to provide the water and sewer tap; and it would not furnish the center completely but would givF~ it a good start. There would no commitment required from the City as matching funds. They do want to see the City's participatic~~~, i.e. donation of the land, water and sewer tap ;provided, engineering services provided by staff, etc.
