12/4/84 Page -21-
to the City, do a study and look at the op-
tions that have been presented to Council
and report back to the Library Board having
analyzed those options.
Ms. Trementozzi stated they plan to do this
and felt that he would be very helpful with
long range planning. The only question tha?~.
she would have. on this type of study was -
if they were considering an alternate site
in town and we had the money to buy that si~~e,
and it was just a question of whether to go
with a million and a half dollars for a net.
library, or $500,000 for the expansion of
City Hall. There are too many unknowns about
where the money for a bigger project would
come from so you are really trying to com-~
pare apples and oranges in her opinion.
Councilman Luce commented that was a polio:: :L
decision that Council would ultimately have
to wrestle with. He saw the study addressi~~:,-
the issues of - do any or all of the option::
that have been presented truly address the
Library's needs?
Mr. Luce felt that the purpose of the study
would focus on a planning process that would
examine what kinds of programs you are trying
to offer and what sort of space is required
to d~o that. Secondly looking at a needs assess-
ment - what sort of package can be put toge~,I~er
to address those kinds of programs and addrF~:.~Cs
needs. Lastly, to incorporate the idea of
utilizing various options for space in a
constructive manner.
Mayor and Councilmembers Morris and Cussen
concurred with Councilman Luce that the stu.~~~~
should be done. 4
Ms. Gauss inquired, in regard to the sales/use
tax and the Capital Improvements discussed,
is it the intent of Council to include funds
for a new library facility? This was not
specifically mentioned in the ordinance.
Mayor Meier stated that this was included
as a high priority on the Capital Improvemez~tts
program in connection with the ordinance.
In t:he literature that will be sent to the
public the library facility will be specified,
