12/9:/84 Page -7- <br />Mayor Meier opened the public hearing and <br />Attorney Rautenstraus certified proper <br />publication of the public hearing notices. <br />Staff Presentation. <br />Acting City Administrator Rupp stated that <br />there was a clarification made on the or- <br />dinance since first reading relative to <br />who would negotiate for the city employees. <br />In reply to Mayor Meier's inquiry as to <br />why this ordinance was initiated and brought-. <br />before Council, Councilman Luce stated that. <br />most, of the councilmembers felt that it wa,~- <br />inappropriate to have the City Administrat- <br />who is an employee of Council negotiate <br />for the city employees; therefore it was 1:-~: <br />that that dual role could not be done effec:~• <br />tively or fairly by any one person. <br />Attorney Rautenstraus stated his understand:i.~-T <br />for the purpose of the ordinance was to <br />clarify the language about the cost of livirb: <br />increase. One sentence seemed to suggest <br />that the cost of living increase was automatic <br />and the other sentence seemed to suggest that <br />it might not be automatic. This revision was <br />made for clarification by members of council. <br />Mayor Meier continued the public hearing <br />and asked if there were any public comments <br />either in favor or against Ordinance No. 849.: <br />Tom Thompson, 2455 Franklin Mr. Thompson inquired if Ordinance 849 would <br />Ave. effect Ordinance No. 810 passed in Decmembe- <br />of 1983. <br />Attorney Rautenstraus stated that Ordinance <br />849 did change Ordinance No. 810, section 2, <br />- then read and explained the change to Mr. <br />Thompson. <br />Council questions and comments, None <br />Mayor Meier closed the public hearing. <br />ADOPTION Councilman Cussen moved, Councilman Luce <br />seconded that Ordinance No. 849 - Concerning <br />Employee's Cost of Living be adopted. <br />Roll call vote: <br />Meier yes <br />Cussen yes <br />Luce yes <br />Morris yes <br />Leary yes <br />Motion carried unanimously 5-0. <br />
