11/7/84 Page -2-
le;>s efficiently. Especially from mid
November to mid January warmer temperatures
aloft trap carbon monoxide and brown cloud
~ollution5 in the Denver region . To reduce
this the number of miles driven each day
care be cut by 15% by everyone cooperating
with the new program. The schedule is based
on the last number of the license plate. On
a voluntary basis everyone is being asked to
leave their car home on pre-assigned week
days over a two month period. In addition
on prime pollution days all drivers will be
asked to cancel or postpone non-essential
trips. On those days, carbon monoxide alerts
will be announced on radio and televi~i:o~~:,
Each time a person plans ahead for alternative
transportation or decides a_trip is unnecessary
they are a part of the solution to this
problem. On high pollution days RTD will
put: special rates into effect on local routes.
These rates will be 25~ and off-peak rates
will be 10~.
'area Requested to Parti- Ms. Kudebeh depicted on the wall map the area
cipate in the Program requested to participate in the program -
nam~ely extending north of Longmont, south
to Castle Rock west to the hogback, then
to the ubanized areas in Adams and Arapahoe
Counties. Four strategy programs are being
initiated to meet the Federal standards by
1987 of 9 points per million - the Federal
Motor Vehicle Control program - the State
Inspection Maintenance program of which
Louisville is a part - RTD's expanded bus
system, and traffic signalization projects.
The.,~costs involved in meeting the 1987 stan-
dards are three-fold - health costs - an image
problem which is a detriment in bringing new
businesses and industries in because of the
brown cloud which also effects the quality
of life of people who wish to locate in
the Denver metro area. Also there is the
cost involved of not having Federal monies
which are being withheld for such things as
sewer projects, highway construction, etc.
Ms. Kudebeh stated that the City and County
of Boulder have been taking a very active
part in the program by monitoring license
plates for scheduled days and taking traffic
counts.
