10/2/84 Page -4- <br />- Mayor Meier stated that he favored the low <br /> level lighting; but would prefer some high <br /> level lighting perhaps at the entry-way of <br /> the park and maybe two other places through- <br /> out the area for security purposes. <br /> Mr. Strah would note these in the final plan <br /> also. <br />Councilman Cussen Mr. Cussen commented that some City lakes <br />Bubbler have a bubbler in the center which adds <br /> aesthically to it and also helps aereate the <br /> water - asked if this had been considered in <br /> this plan. Mr. Strah stated that it had. <br /> One way would be to place a fountain in the <br /> center of the lake; the other way would be <br /> to pull a certain amount of water out of there <br /> to aereate just the banks. At this point it <br /> is a matter of design and applying cost effec- <br /> tiveness to it. <br />Authorization to Develop Mayor Meier moved, Councilman Cussen seconded <br />Master Plan that Landplan Design Group be authorized to <br /> develop a master plan for Lake Park. All <br /> in favor. Motion carried unanimously. <br />ISVILLE ELEMENTARY Councilmembers had a copy of a letter from <br />S~dOOL - PARENT/TEACHER the Parent/Teacher Group and Garfield/McKinley <br />GROUP - DISCUSSION Residents; memo from Kirk Romsey Re: Traffic/ <br /> Safety Problems at the Louisville Elementary <br /> School; and memo Re: Costs for the installation <br /> of a sidewalk on Hutchinson St. near the <br /> Elementary School. <br /> Engineer Kirk Romsey of the Public Works Dept. <br /> gave a presentation of recommendations on the <br /> areas of concerns of the parents; also recom- <br /> mendations for the City and the School in <br /> terms of solving the problems. <br />Kirk Romsey, Engineer Mr. Romsey stated that a number of concerns <br /> were expressed by the parents of the children <br /> attending Louisville Elementary School as <br /> well as the people residing the area regarding <br />Improper Parking parking. Residents complained of parents <br /> parking in their driveways, double parking, <br /> parking on the wrong side of the street, etc. <br /> The City can enforce some of the parking vio- <br /> lations but would appreciate the school's <br /> cooperation in educating the parents in the <br />._ proper procedures and possibly providing <br /> off-street parking for the teachers to re- <br /> duce some of the parking in the area. <br />`ceding Residents also expressed concern about the <br /> speeding in the area - both on McKinley and <br /> Pine Streets.
