10/2/84 Page -4- - Mayor Meier stated that he favored the low level lighting; but would prefer some high level lighting perhaps at the entry-way of the park and maybe two other places through- out the area for security purposes. Mr. Strah would note these in the final plan also. Councilman Cussen Mr. Cussen commented that some City lakes Bubbler have a bubbler in the center which adds aesthically to it and also helps aereate the water - asked if this had been considered in this plan. Mr. Strah stated that it had. One way would be to place a fountain in the center of the lake; the other way would be to pull a certain amount of water out of there to aereate just the banks. At this point it is a matter of design and applying cost effec- tiveness to it. Authorization to Develop Mayor Meier moved, Councilman Cussen seconded Master Plan that Landplan Design Group be authorized to develop a master plan for Lake Park. All in favor. Motion carried unanimously. ISVILLE ELEMENTARY Councilmembers had a copy of a letter from S~dOOL - PARENT/TEACHER the Parent/Teacher Group and Garfield/McKinley GROUP - DISCUSSION Residents; memo from Kirk Romsey Re: Traffic/ Safety Problems at the Louisville Elementary School; and memo Re: Costs for the installation of a sidewalk on Hutchinson St. near the Elementary School. Engineer Kirk Romsey of the Public Works Dept. gave a presentation of recommendations on the areas of concerns of the parents; also recom- mendations for the City and the School in terms of solving the problems. Kirk Romsey, Engineer Mr. Romsey stated that a number of concerns were expressed by the parents of the children attending Louisville Elementary School as well as the people residing the area regarding Improper Parking parking. Residents complained of parents parking in their driveways, double parking, parking on the wrong side of the street, etc. The City can enforce some of the parking vio- lations but would appreciate the school's cooperation in educating the parents in the ._ proper procedures and possibly providing off-street parking for the teachers to re- duce some of the parking in the area. `ceding Residents also expressed concern about the speeding in the area - both on McKinley and Pine Streets.
