9/4/84 <br />Page -16- <br />you can accept a low density use of office. <br />Acting City Administrator Rupp stated the <br />reason was that the Administrative Office <br />zone might want to be restricted to 3 acres <br />was because of size, intensity, square <br />footage of the building, height restrictions, <br />etc. He felt that if we were veiwing a <br />little larger in size, it maybe more fitting <br />because of the clients that might locate <br />there, that a certain amount of retail might <br />be permitted as long as it is incorporated <br />within the same structure. With the ex- <br />perience that he has had, if the site be- <br />comes larger then the activitiy may also <br />become more intense; that there maybe a <br />condition that exists that they can only <br />provide so much office use and then they <br />are approaching the City to change to <br />commercial zoning because they just can't <br />develop any more office space at that low <br />intensity. So they may sell off a portion <br />of their site and we get into a zoning issue. <br />The fear that he saw was that we are looking <br />at arguments to maybe come in - sway the <br />council on the argument that they are just <br />going to do administrative office - get an <br />8 acre site; develop 2 acres of it and then <br />they sell it off and then the next owner <br />says we can't develop this as strictly office <br />it has to be something else, i.e. commercial. <br />He felt the limited size offered much more <br />control for the City. He suggested that <br />perhaps that the retail use as provided <br />in the business office zone be subject to <br />review also. <br />Councilman Leary Suggested that this version of the ordinance, <br />since it had been significantly changed be <br />discussed by the Planning Commission es- <br />pecailly in regard to the 3 acre restriction. <br />Another of his concerns was the RR as stated <br />in 2 M. of the ordinance, he felt this was <br />too restrictive and perhaps should be 2 <br />units per acre as the cost of the utilities, <br />i.e. water and sewer lines would be very <br />costly for one unit per 5 acres. This <br />was another item he would suggest that <br />the Planning Commission discuss. <br />Mayor Meier suggested that perhaps as per- <br />mitted under the P.U.D. guidelines the homes <br />could be clustered and suggested staff look <br />at this also. <br />
