9/4/84 <br />Page -5- <br />~~uncilman Luce Commented that he would like to speak in <br />favor of the motion - first because part <br />of the land is required for the expansion <br />of the Reservoir; secondly the land has <br />always been indicated on our open space <br />maps as open space and this presents the <br />opportunity to tie that .together; and lastly <br />the most attractive part of it is doing <br />it in the intergovernmental cooperative <br />sense which is a benefit to everybody; <br />and certainly a way that we can maximize <br />our tax dollars. Mr. Luce also favored <br />the idea of formalizing the signing of <br />the agreement. <br />Vote on the Motion All. in favor. Motion carried unanimously. <br />HOWARD BERRY WATER TREATMENT Acting City Administrator Rupp stated as <br />PLANT - FINANCE DISCUSSION everyone would recall cash flow scenarios <br />had been presented to them by Dr. Zuberow <br />at a study session and from that Council <br />had requested that the staff add to cash <br />flow scenario #8 in terms of tying tap fees <br />to inflation figures; also tying expenditures <br />to inflation as well as pre-payment of tap <br />fees, etc. Director of Financial Services <br />Asti-Caranci had done this and provided it <br />to Council for their consideration. <br />Director Asti-Caranci then went thru each <br />line item of the Alternative Cash Flow Op- <br />tions as presented. <br />Mayor Meier and Councilmembers Luce, Morris <br />and Johnson favored Table C-1 #8-5 and <br />Councilmen Leary and Cussen favored another <br />alternative scenario as a combination of <br />#8-4 and #8-5 with the prepayment of 200 <br />water taps as committed by two of the developers. <br />Mayor Meier asked if any of the developers <br />present wished to comment on the prepayment <br />scenarios as discussed by Council. <br />Bill Butler, Columbine Homes Mr. Butler stated that the letter that they <br />had provided Council in the past 2 months <br />of their commitment they could make to help <br />finance the construction of the Howard Berry <br />Plant by prepayment of water taps was the <br />absolute maximum that they could do. They <br />had also committed to $192,000 to improve <br />South Boulder Road which wasn't initially <br />one of their responsibilities and they <br />
