9/4/84 Page -7- <br />was a combined thing where the assessment <br />fees went down on an annualized basis. But <br />that is based upon everybody coming on board. <br />That is based upon the builders selling their <br />homes and having that additional revenue. <br />He was trying to determine what the existing <br />property owners in Louisville are expected <br />to pay percentage wise on previous commit- <br />ments already made by Council, i.e. for <br />these homes and for the addtional water <br />treatment facilities, sewage facilities, etc? <br />What does Council expect the existing home- <br />owners to pay for this added growth to the <br />City? Do we know? <br />Councilman Leary Stated it appeared to him that most, under <br />these scenarios, is close to saying existing <br />residents are going to roughly pay for <br />only the improvements that are not growth <br />related, i.e. repairing Louiiville Reservoir, <br />which will cost a few million dollars. It <br />is primarily serving existing residents since <br />it is beyond its capacity now. <br />Mr. Allen .commented if Council is going to <br />have to market a bond issue in 1985 - is <br />that bond issue going to be voted upon by <br />part of the public? <br />Mr. Leary stated that the bond issue is <br />proposed for 1989-1990 and theoretically <br />that decision will be made then. By law <br />water or sewer bond issues do not require <br />a vote, but Council can make a decision to <br />have one. <br />Alternative Cash Flow Councilman Leary moved, Councilman Luce <br />Scenario #8-6 seconded that staff be directed to work <br />on an #8-6 Alternative Cash Flow Option <br />and also to enter into discussions with <br />the developers to see what is feasible and <br />what we can do. Base number of 200-250 pre- <br />payment of water tap fees to be considered <br />in discussion. All in favor. Motion carried <br />unanimously. <br />John Alshuler requested that developers be <br />given a copy of the new scenario before the <br />study session. <br />TOUISVILLE WASTEWATER TREAT- Councilmembers had a copy of the letter from <br />;NT PLAND - RMC'S LETTER Rocky Mountain Consultants on the plant <br />tiND STATUS REPORT capacity and recommended time schedule for <br />processing the plant expansion. <br />
