9/4/84 Page -8- <br />Eill Schuler, Rocky Moun- In reply to Councilman Leary's inquiry, Mr. <br />tain Consultants Schuler stated that the projected schedule <br />was consistent with the City's 20 year <br />capital improvment plan for the wastewater <br />plant. <br />Director Asti-Caranci advised that $220,000 <br />was budgeted in 1984 for the engineering and <br />design for the 1985 wastewater plant ex- <br />pansion. From this amount there were some <br />items left out of the 1983 expansion and <br />to date $173,625 has been spent; therefore <br />there is $46,375 remaining. She also stated <br />that there is funds to do the engineering <br />and design for the 1985 expansion this year <br />but the budget would need to be amended - <br />this line item. She planned to present <br />this to council at the next meeting along <br />with other line item amendments in other <br />funds. <br />RECESS Mayor Meier called a recess at 8:47 P.M. <br />Meeting reconvened at 9:06 P.M. <br />nirector Asti-Caranc~ At the request of Councilman Leary, Ms. Asti- <br />Caranci stated the beginning fund balance <br />in the Wastewater CIP for 1985 has been esti- <br />mated at 1.950 million dollars, revenues for <br />1985 would make a total of 3.1 million dollars, <br />expenditures of 2.482 which included the <br />plant expansion, some engineering, bond <br />retirement, development reimbursements, etc. <br />For the plant expansion in the CIP program <br />1.980 for the construction and $100,000 for <br />the engineering for 1985. These projections <br />were based on 400 residential and 50 commer- <br />cial equivalent taps. The beginning balance <br />was based on all allocated taps being pur- <br />chased this year. <br />Councilman Luce Inquired if there was a conventional per- <br />centage that is used in the industry that <br />serves as a buffer number on the other end <br />of the system, and if so, what is that? <br />Mr.Schuler stated he did not know of a con- <br />ventional figure. He felt that if a 10% <br />buffer was kept as a minimum and most of the <br />time this will be greater. Most of the time <br />when you build a new facility - for example <br />
