That might be a good opportunity <br />for C:ouncil to say yes - that is exactly on <br />target or say no - that is not really what <br />we were talking about. So if by the next <br />council meeting or prior to that, if there <br />was some mechanism for that firm to give us <br />that feed-back that would give Council the con- <br />fidence to be able to express their feelings. <br />Councilwoman Johnson Commf~nted she would like to see scenarios of <br />a combination package on financing. She <br />suggested that a percentage be given on how <br />much is growth related. If they come up <br />with a combo package where both the developer <br />is responsible for a percentage and the exist- <br />ing people are responsible for a percentage <br />it would be helpful. Mrs. Johnson suggested <br />the possibility of changing our water rate <br />stru~~ture. She commented that there are a <br />lof of people that are not using the 10,000 <br />gallon minimum and they felt this charge <br />was inequitable. Can this charge be reduced? <br />Mayor Meier advised that Director Asti-Caranci <br />had done an extensive study on the rate structure <br />and this figure was needed to pay our operating <br />and :maintenance costs. <br />Mayor Meier Requested that Acting City Administrator Rupp <br />advise Council of the methodology and criteria <br />that would be given to the independent financial <br />analyist to be used in the various scenarios <br />for the Howard Berry plant financing before <br />the report is presented so that Council can <br />have some input into it. <br />Mr. Rupp stated that _he wrote down the com- <br />ments of the Council and he would make it a <br />point that whomever is chosen to understand <br />that. and then he will contact the Council <br />either individually or collectively to let <br />them know. <br />CITY ATTORNEY'S REPORT Councilmembers had a copy of the ordinance; <br />ORDINANCE NO. 832 - MULTI- Attorney Rautenstraus read it by title only <br />FAMILY WATER AND SEWER on second reading and advised that it was <br />TAP FEE INCREASE a continued public hearing. <br />Mayor Meier continued the public hearing <br />and asked if there were any public comments <br />for or against the ordinance. <br />
