8/7/84 Page -18- <br />Councilwoman Morris Suggested whenever possible a police officer <br /> be at the location where the stop sign will <br /> be installed at Hoover and West when the <br /> children are going to and from school. Also <br /> suggested that the newspapers place a little <br /> notice in their paper stating be on the look- <br /> out for a stop sign at Hoover and West Streets <br /> so that people are aware of it. <br />STOP SIGNS AT HOOVER Mayor Meier moved, Councilman Cussen seconded <br />AND WEST STREETS that stop signs be installed at the intersec- <br /> tion of Hoover and West Street due to the <br /> heavy pedestrian traffic and school children <br /> traffic at that location. <br />Councilman Leary Inquired of Director Kasch if warrants were <br /> based on traffic flow or on safety. <br /> He replied basically on traffic counts, acci- <br /> dent frequency and also on the geometric de- <br /> sign for vision and are related to the safety <br /> or fo.r~safety at'an nter.~ection. <br /> Mr. Leary stated that if a sign is not warranted <br /> then can we conclude that it's usually safer <br /> not having a sign? His reply was yes. <br />Councilman Luce Commented maybe it would be appropriate in <br /> some manner since we don't yet have a compre- <br /> hensive traffic plan, perhaps the Planning <br /> Dept. could look into some manner in the <br /> P.U.D. process, that being sensitive to <br /> taking this consideration into what it is <br /> we end up approving in the P.U.D. process. <br /> Rather than trying to react to it after it <br /> is already a problem. <br />Mayor Meier Commented that some of the P.U.D. Guidelines <br /> that Council did work on did address some of <br /> those. This could be reviewed and make some <br /> adjustments and modifications. <br />Vote on the Motion All in favor. Motion carried unanimously. <br />SOUTH BOULDER ROAD CONSTRUC- Coun.cilmembers had a copy of a memo from <br />blic Works Karl Kasch stating <br />f P <br />TION SCHEDULING REPORT u <br />Director o <br />the options on this financing and scheduling. <br /> Director Kasch stated that a package had been <br /> put together for 1984 construction on seg- <br /> ments of South Boulder Road. A portion that <br /> is our responsibility to do is half of Via Appia <br /> from Lafayette up to McStain's Heritage sub- <br /> division and for some portions of McCaslin <br />
