8/7/84 Page -6- Director Hioco advised that they try to have 2 people here at all times; but there are times when this is not possible; there- fore this was the reason for this request. APPROVAL Councilman Cussen moved, Councilman Leary seconded when the Cable TV operator is re- quired to work along that he be paid $50.00 per council session. All in favor. Motion carried unanimously.. DOWNTOWN DEVELOPMENT PROJECT Councilmembers had a copy of a memo from DESIGNATING CONSULTANTS Planner, Cathy Kasza on the recommendations of the Steering Committee who would like to requE~st the designation of the following firms as professional consultants for the Downtown Development Projects: 1) Financial Advisor - Kirchner Moore & CO. 2) Engineering - The Civil Design Group 3) Public Signage/Graphic Design - Ampersand Studies, Inc. Cathy Kasza, Planner Ms. Kasza stated that the methology used in this process was a request was sent out for qualifications and then interviewing the consultants that responded. They were look- ing for consultants that could work together effectively as a team; and who had previous experience in a project of this nature. Councilman Fauson Asked if the financing does not come about, i.e. the special taxing district, and sa:i:es tax, how will the consultants be paid? How far will they go with their planning? Ms. Kasza replied as it was laid out at the last time they came before council and re- ques~ted budget allocations from the conti- gency fund, the intention was that they be able to carry the project through design development and then construction designs for the public works portion of the project and the street improvements portion of the project. Then the project will be sitting there ready for financing of options when they become available. They realized that this was somewhat of a gamble but they wished to keep the momentum going and the Steering Committee felt that there was that support in the business community to take that step now.
