All in favor. Motion <br />carried unanimously.. <br />DOWNTOWN DEVELOPMENT PROJECT Councilmembers had a copy of a memo from <br />DESIGNATING CONSULTANTS Planner, Cathy Kasza on the recommendations <br />of the Steering Committee who would like to <br />requE~st the designation of the following <br />firms as professional consultants for the <br />Downtown Development Projects: <br />1) Financial Advisor - Kirchner Moore & CO. <br />2) Engineering - The Civil Design Group <br />3) Public Signage/Graphic Design <br />- Ampersand Studies, Inc. <br />Cathy Kasza, Planner Ms. Kasza stated that the methology used in <br />this process was a request was sent out for <br />qualifications and then interviewing the <br />consultants that responded. They were look- <br />ing for consultants that could work together <br />effectively as a team; and who had previous <br />experience in a project of this nature. <br />Councilman Fauson Asked if the financing does not come about, <br />i.e. the special taxing district, and sa:i:es <br />tax, how will the consultants be paid? How <br />far will they go with their planning? <br />Ms. Kasza replied as it was laid out at the <br />last time they came before council and re- <br />ques~ted budget allocations from the conti- <br />gency fund, the intention was that they be <br />able to carry the project through design <br />development and then construction designs <br />for the public works portion of the project <br />and the street improvements portion of the <br />project. Then the project will be sitting <br />there ready for financing of options when they <br />become available. They realized that this <br />was somewhat of a gamble but they wished to <br />keep the momentum going and the Steering <br />Committee felt that there was that support <br />in the business community to take that step <br />now. <br />
