8/x/84 <br />Page -7- <br />AUTHORIZATION TO HIRE Councilman Leary moved, Councilwoman Morris <br />CONSULTANTS secor.~ded that staff be authorized to hire <br />the zecommended consultants for the Down- <br />town Development Project. All in favor. <br />Motic>n carried unanimously. <br />L.D.C. - SPECIAL EVENTS Counc:ilmembers had a copy of the applications <br />LIQUOR LICENSE APPLICATION and other related material. Attorney Rau- <br />tenst:raus advised that the application was <br />in order. <br />ACCEPTANCE AND PUBLIC HEARING Mayor Meier moved, Councilwoman Morris seconded <br />SET that the L.D.C. special events liquor license <br />be ac;cepted and that a public hearing be set <br />for August 21, 1984. All in favor. Motion <br />carried unanimously. <br />HOWARD BERRY TREATMENT PLANT Counc;ilmembers had a copy of a letter from <br />FINANCING OPTIONS DISCUSSION Leon A. Wurl as well as a print-out of recom- <br />mendations on the financing options of the <br />Howard Berry Treatment Plant. <br />Mayor Meier advised that Acting Administrator <br />Rupp recommended that due to the complexity <br />and magnitude of the information, that any <br />decision on this matter be postponed. <br />Request for Independent Mr. Rupp stated it was a matter of having <br />Financial Analysis an oppotrunity to look at the information <br />and verifying the figures. He felt that in <br />talking with some of the people involved <br />that have some concerns about the various <br />financial scenarios, they would like to have <br />some additional time to .have some input to <br />assist in the decision making. He would like <br />to explore the possibility with the Council <br />that we look at an independent financial <br />analysis to be done on the scenarios to show <br />us if there are any particular problems that <br />we aren't seeing initially; and looking at <br />the long term effects of initial approval <br />of a financing option that proves to be a <br />poor decision later. Mr. Rupp advised that <br />he had spoken with the City Attorney about <br />this and he felt that it was a viable al- <br />ternative that should be presented to Council <br />in view of all the various scenarios and <br />revenue and expenditure picture. As to when <br />this could be taken up again, he suggested <br />2 weeks. <br />In reply to Councilwoman Morris' question, <br />Mr. Rupp replied that he didn't know who <br />would be doing the independent financial <br />
