They should water for just <br /> the time it takes. We can't enforce how long some- <br />' body waters. We can only see if they are watering <br /> on their Wards day. It's up to everybody to water <br /> just how,.much they need. The whole thing is based <br /> on cooperation and trust. If your in Ward 3, don't <br /> be watering on Ward 1 day because you're going to be <br />{ sucking water away from these people. We don't want <br /> to get into a police type state of thing. We want try <br />~ monitor the system to see how it works. If we need <br /> to change things. like extend the hours, we want to do <br /> that. This is a very odd thing when you have to <br /> draw 33% off total consumption, and as a result we <br /> need to ask everybody to help us so we can monitor it <br /> and see if it works. <br />Sharon Ward Should we call in if we have a problem. <br />Karl Kasch Yes. I wonder what kind of legal recourse <br /> we have. <br />Mayor Meier That's something I can't answer. I have to refer that <br /> to Mr. Rautenstraus and I'm not sure if he has an <br /> answer. <br />Mr. Rautenstraus The problem isn't one that has come to us that often <br /> to have any kind of judicial decision. <br />Mayor Meier Without going into any special conditions, I want to <br /> see us try the three day conditions. I was out in <br /> Ward 3 and saw several people watering, and they were <br /> not supposed to be watering, and it was on good looking <br /> lawns. I think it's just a blatent disregard for what <br /> you as a water user would expect people to do. There <br /> is alot of problems in that respect. If we can keep <br /> people in Ward 3 from watering when you are to be <br /> doing it, I think you'll have pressure enough, but we havE <br /> to wait and see. If not, then we have to figure out <br /> another° kind of system. We have to have people comply <br /> or~ i+.'s not going to work. <br />Kurt Anderson 532 W. Buckthorn Way in new McStain Subdivision. The <br /> watering restrictions state that I cannot put in a lawn. <br /> I have lived in Louisville for the past 5~ years and have <br /> been paying the water bills and was told that the last <br /> increase was a guarantee that we had water. A sizeable <br /> tap was paid by McStain and utlimately by me for the <br /> right to have some kind of a lawn. I feel there was <br /> a breach of contract with the City to me that I moved <br /> into a new subdivision in the city and that an emergency <br /> situation can come up in 2 weeks. Covenants require <br /> that a certain portion of the lot be landscaped within a <br /> 1 year time frame. With watering restrictions going <br /> into September, I'm faced to live with a mud hole until <br /> next year. I have to pay a full water bill and a tap <br /> and have no rights to any water except for the 2,000 <br /> gallons per month used for flushing the toilet and <br /> washing dishes. I see no reason why I should have to <br /> pay a full water bill when I can't have access to the <br /> water system. <br />
