Louisville City Council Meeting <br />July 26, 2003 <br />Page 3 of 5 <br /> <br />Brown voiced his support for a new library and stressed that a vote of the people will <br />determine whether a library is desired. <br /> <br />Davidson emphasized the typical homeowner will realize a $3.00 increase a month on <br />their property tax. He addressed Mr. Shearer's question as to the need of a new library <br />and explained the current library was an office building and met the community's needs <br />ten years ago, however, with the building's limitations and growth of the library users, a <br />new library is required. He stated the cost to build a new library would be less than <br />remodeling the existing library. <br /> <br />Brown stressed the architects and engineers evaluated the existing library in the <br />feasibility study and determined a new library is required. He noted the building has <br />resale value to help defray the cost of a new library. <br /> <br />Sisk stated the Council reviewed the citizen's requests and made an analysis of the <br />information from the survey to determine the desires of the citizens. <br /> <br />Davidson called for public comment and hearing none closed the public hearing. <br /> <br />MOTION: Sisk moved that Council approve Ordinance No. 1423, Series 2003, <br />seconded by Keany. Roll call vote was taken. The motion passed by a vote of 6-0. <br />Levihn absent. <br /> <br />ORDINANCE NO. 1424, SERIES 2003 - AN ORDINANCE PROVIDING FOR <br />THE EXTENSION FOR A TEN-YEAR PERIOD BEGINNING ON JANUARY 1, <br />2004, OF THE CITY'S 3.0 PERCENT USE TAX UPON THE USE OR <br />CONSUMPTION OF RESIDENTIAL CONSTRUCTION AND BUILDING <br />MATERIALS PURCHASED AT RETAIL, FOR PURPOSES OF FURTHERING <br />THE ACQUISITION, CONSTRUCTION, IMPROVEMENT, OR EXPANSION OF <br />CAPITAL FACILITIES OWNED BY THE CITY OR THE BOULDER VALLEY <br />SCHOOL DISTRICT RE-2 LOCATED WITHIN THE CITY AND BENEFITTING <br />YOUTH WITHIN THE COMMUNITY; AND PROVIDING FOR THE <br />SUBMISSION OF THE ORDINANCE TO A VOTE OF THE REGISTERED <br />ELECTORS AT THE REGULAR MUNICIPAL ELECTION TO BE HELD <br />NOVEMBER 4, 2003 - 2nd reading (advertised Daily Camera 7/13/03, 7/20/03, <br />7/23/03) <br /> <br />Davidson called for City Attorney introduction. <br /> <br />City Attorney Sam Light read Ordinance No. 1424, Series 2003. <br /> <br />Davidson opened the public hearing and called for Staff introduction. <br /> <br /> <br />
