Cultural Council <br />Meeting Minutes <br />Sept. 21, 2017 <br />Page2of3 <br />opined that if the LCC is splitting from the 501(C)(3), we should get an idea of <br />how much "seed money" will be needed to secure the SCFD grants. <br />City Council Update — Chris was unable to make the meeting, so the Council <br />passed on this until next time. <br />2017 Public Art Policy Review (Katie) — Katie is working on ideas <br />concerning who makes the decisions on artistic acquisitions/de-acquisitions, etc. <br />She provided a guideline sheet for this policy, including how the body making <br />these decisions is created, the proposed location of art, resources used for <br />acquisitions, and community outreach. The LCC members who were present felt <br />that the LCC would be the appropriate body to make these sorts of decisions. <br />Discussion was had on whether to limit possible artists to the city, the state, or to <br />expand it nationally. The consensus was to make a concerted effort to seek a <br />local flavor in artwork, but also to contemplate acquiring some art from artists <br />from other states. The council also felt that, while sculpture is a popular art form <br />to acquire, we should also keep other art forms in mind. Regarding possible <br />locations for artwork, the preference was for places where people could actually <br />walk up and see/feel it, i.e. non -"drive-by" artwork, and that there should be some <br />compelling reason for it to be placed in a certain spot. Finally, the council <br />discussed resources, policy and process, maintenance, and modes of outreach. <br />Public Art Acquisition suggestion (Blake) - Blake recommended purchasing a <br />4 1/2 foot tall sculpture of "Melody," a young girl playing a flute for $12,500, and <br />locating it in Community Park. Blake showed the council a smaller example of <br />this statute, which is sculpted by Rosalind Cook in Tulsa, OK. The council <br />reacted very positively to the suggestion, and agreed to vote on it at the next <br />meeting. Debbie also mentioned that we should make sure to keep diversity in <br />mind when considering such acquisitions. <br />501(c)(3) Split Update (Jennifer) — The council felt that it should go ahead and <br />vote on the new 501(c)(3) at this meeting. There was discussion on topics such <br />as who would want to serve on it, the process for working with the LCC, what the <br />new name of it should be, etc. Jennifer and Tammy opined that someone should <br />be recruited to lead it who has experience in fundraising and arts non -profits. <br />Sean moved to separate the LCC from the 501(c)(3) as outlined in a draft <br />guideline sheet provided in the meeting packet. Blake seconded and the council <br />passed the motion with no objections. This separation would be effective Jan. 1, <br />2018. <br />2017 Fall Programming Updates — <br />• Silent Movie (Tammy) — Rodney cannot perform at the movie because he <br />needs hand surgery, so Hank Troy will be doing it.
