City Council <br />Study Session Summary <br />October 10, 2017 <br />Page 2 of 5 <br />They appreciate working with Finance Director Kevin Watson and the opportunity <br />to review data and participate in discussions. They support continuing to allocate <br />general fund revenue. <br />Continue to iterate on the format of the OSAB Acquisitions recommendations <br />Provide information on goal and acquisition strategy. <br />They want to balance acquisition of fee simple with partnerships. <br />Chair Moshak reviewed Overview of all properties, rankings, property goals. <br />Moshak asked if this list is useful for Council. <br />Council member Lipton expressed his appreciation. He said it has detail which <br />was lacking before. He thinks it will be helpful in future strategic thinking. Council <br />member Stolzmann also thinks it will be a helpful tool. As we shift to commercial <br />or residential, our traditional funding sources may not be able to cover. She <br />would like suggestions of new revenue generator. <br />Council member Lipton asked thoughts on land dedication. Land dedication <br />happens when land is sub -divided. Chair Moshak said it could be issues of buffer <br />space, connectivity. Council asked if OSAB could add whether or not land <br />dedications have occurred. <br />Council member Loo reminded the group of quasi-judicial issues. <br />OSAB would like to be included in the conversation to set priorities of operation <br />and maintenance and influence the discussion early in the development. They <br />would like referrals sent to the board before it goes to Planning Commission. <br />Council member Stolzmann said there are several sub programs that have key <br />indicators. Getting feedback annually would be helpful. She welcomes OSAB <br />suggestions to key indicators. Chair Moshak said benchmarking has been <br />challenging. <br />Chair Moshak would like clarification of what indicators mean; OSAB is still <br />developing competencies on this. <br />Council member Keany suggested prioritizing by color on the map. That would <br />be useful. He is concerned about commercially zoned parcels on the map. <br />Pricing is exorbitant. Acquisition of those parcels can change the City's financial <br />plan. Things can be done creatively around commercial property regardless of <br />how it is developed. <br />Council member Maloney expressed his appreciation. The last column on the <br />overview expresses a lot of thought and helps staff and policy makers. It can help <br />
