City Council <br />Study Session Summary <br />October 10, 2017 <br />Page 3 of 5 <br />shape policy and development over time. Mayor Muckle echoes Council member <br />Maloney's comments. He suggests edits to the map or overlays. <br />Steve Anderson said re: strategies, the retainer idea is a good one but there are <br />other approaches and tax advantages that could influence negotiations with <br />potential sellers. <br />Update — Open Space Zoning <br />Open Space Manager Brignall presented an overview of open space zoning to <br />be consistent with the Charter. Brignall reviewed map and explained color <br />coding. Green — can be zoned, Orange — need more research, purple — field <br />research necessary. Brignall asked for Council discussion on the map and the <br />color coding. <br />Parks and Recreation Director Stevens said staff has identified 8 properties they <br />believe can bring back for zoning. Stevens thanked Planning Dept, including Lisa <br />Ritchie for helping move this process forward. He discussed name changes, ie: <br />Harney Pond Open Space and asked for clarification in the future which will help <br />them plan for and manage the property. <br />Mayor Muckle is very happy these properties can be zoned this year keeping the <br />City in line with the Charter. <br />Council member Stolzmann also happy properties are being zoned. There are <br />some parcels that need to be added to the map. Some of those parcels have <br />complicated ownership. She would like all vacant parcels considered. When <br />parcels are zoned she would like classification categories considered for <br />management. She hopes to see boundaries. Stevens said Council member <br />Stolzmann raised a text book of issues and they will be discussed with Parks and <br />OSAB boards. <br />Council member Keany said Lake Park has already been designated as open <br />space and may be hard to change classification. He supports Council member <br />Stolzmann's suggestion to bring in "remnant pieces of property." Supports <br />changed the name of Lake Park to Hareny Pond Open Space. <br />Mayor Muckle hopes boards help with the Walnut park area. He would like a <br />recommendation on that parcel. <br />Council member Maloney appreciates the work on this. Thinks it is moving in the <br />right direction. <br />Update — Parks and Public Landscaping Advisory Board <br />Chair Ellen Toon thanked board member Mark Newland for his help and thanked <br />Council for the opportunity to come before them.
