L <br />Louisville <br />COLORADO • S1NC N - <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 3 <br />SUBJECT: <br />DATE: <br />CONTRACT AMENDMENT # 2 FOR RECREATION SENIOR <br />CENTER AND MEMORY SQUARE POOL CONSTRUCTION <br />PROJECT <br />NOVEMBER 16, 2017 <br />PRESENTED BY: JOE STEVENS, PARKS & RECREATION DEPARTMENT <br />SUMMARY: <br />The successful November 8, 2016 bond election gave voter approval to renovate and <br />expand the Louisville Recreation Senior Center and Memory Square Swimming Pool. <br />Previously, City Council awarded a pre -construction contract to Saunders Construction, <br />LLC followed by a Guaranteed Maximum Price (GMP) award and contract amendment <br />#1 for Recreation Senior Center site work and a foundation package. <br />Staff requests City Council authorize GMP contract amendment #2 with Saunders <br />Construction, LLC for construction of the Recreation Senior Center Core Shell and <br />Memory Square Swimming Pool less the new Multi -Activity (MAC) Gymnasium and <br />interior work and finishes for the Recreation Senior Center in the amount of <br />$10,136,968. Further, staff requests an additional $250,000 as described below for cost <br />escalation related to additional caissons required for swimming pool support, drywall <br />(only one bid received out of 12 being pre -qualified) and a very active market for <br />subcontractors. If approved at the November 16, 2017 Special City Council meeting, <br />this additional $250,000 will be included in the future contract amendment #3, <br />anticipated for consideration at the November 28, Special City Council Meeting. <br />DISCUSSION: <br />On November 1, 2017 staff reviewed subcontractor bids for the project. Based on that <br />review, Saunders Construction and Perkins+ Will (Sink Combs Dethlefs) are reviewing <br />project details and verifying costs with subcontractors along with acknowledgement that <br />every subcontractor understands the scope and specifications for the work. In order to <br />maintain an aggressive schedule for a Memorial Day 2018 opening of Memory Square <br />Swimming Pool and a December 2018 completion date for the Recreation Senior <br />Center, Council authorization for amendment #2 is recommended. <br />While the design team continues to evaluate subcontractor bids, staff is recommending <br />the City identify an additional $250,000 to fund this project inclusive of all the elements <br />anticipated, by Louisville residents, with the passage of the November 8, 2016 General <br />Obligation Bond election. Three primary reasons for cost escalation relate to additional <br />caissons required for swimming pool support, drywall (only one bid received out of 12 <br />being pre -qualified), and a very active market for subcontractors.
