Louisville City Council Meeting
September 7, 2004

right to request rezoning. He stated their rezoning request is within the guidelines of the
current comprehensive plan.

Jim Willer, 4764 Beverly Lane, Erie, CO, explained his background is real estate, and
stated he is impressed with the proposal for the property. He noted through the planning
process, many concessions were made by both sides. He reviewed the history of the St.
Louisville Church and School, and noted he has two children who attend St. Louis
School. He emphasized the St. Louis Parish has been good neighbors with the City.

COUNCIL COMMENTS

Council member Keany voiced his support of the church, but his concern centered on the
extensive commercial use within the proposal. He thought the proposal would be more of
a business office development that would support the church.

Mayor Sisk reviewed the City's history with the Owen property prior to its purchase by
the Archdiocese. He noted the City requested the property be annexed to the City to
continue the alignment of the Colorado Tech Center. He voiced his support of the
church, school and rectory. It was his opinion that the Zone I development, the church,
school and rectory, should be staged to move forward first. He noted the City is in the
middle of developing a new City-wide Comprehensive Development Plan.

Council member Van Pelt stated she was having a difficult time visualizing the different
zones within the development. She requested that Staff present current examples of the
guidelines that would compare with this development.

Ms. Bishop asked Mayor Sisk to clarify what he meant by a staged development. Mayor
Sisk clarified that he referred to the actual timing sequences.

Brian Rick, 1995 Clifford Drive, Lafayette, CO, representing all three properties,
reminded Council that there are three property owners. He noted the church is the focus
of the proposal, but all of the property owners have rights. He concurred with Mr.
Johnson's statement that the proposed development of the property is consistent with the
City's current Comprehensive Development Plan.

MOTION: Mayor Sisk moved that Council adopt Ordinance No. 1455, Series 2004 on
first reading and continue the public hearing for September 21, 2004. Council member
Brown seconded the motion. All in favor.

CITY ATTORNEY'S REPORT

None.

CITY MANAGER'S REPORT

11
