Louisville City Council Meeting <br />October 19, 2004 <br />Page 3 of 15 <br /> <br />CONSIDER ADOPTION OF STATEMENT OF POLICIES AND PROCEDUES <br />REGARDING CITY COUNCIL MEETINGS AND STUDY SESSIONS; THE <br />PUBLIC AVAILABILITY OF CITY COUNCIL AGENDAS, MEETING <br />MINUTES, AND OTHER DOCUMENTS; AND THE COST OF PUBLIC <br />RECORDS <br /> <br />Mayor Sisk asked Council member Brown to address the Statement of Policies and <br />Procedures proposal. <br /> <br />Council member Brown stated the Statement of Policies and Procedures comes as a result <br />of the Citizen's Initiative. He stated there were several items in the initiative that made <br />sense and were easy to adopt. In discussions with the Mayor and several citizens, it was <br />decided to bring forward a set of proposals that would address many of the challenges by <br />the proponents of the Citizen's Initiative. He reviewed the Statement of Policies and <br />Procedures: <br /> <br /> Notice of any regular or special meeting or study session of City Council will be <br /> posted 72 hours in advance. Postings will be at the City Hall, Library, Recreation <br /> Center and on the Web. <br />· Written summaries of study session will be posted within three days. <br />· All study sessions will be open to the public, with public participation. <br />· Any document submitted at Council meetings shall be made available to the <br /> public. <br />· Prohibit meetings or study sessions that would occur at a private residence. <br />· Public Records Policy revisions. <br /> <br />City Manager Bill Simmons explained the City's Home Rule Charter stipulates the City <br />Manager shall to establish rules of procedures for accessing public records. He reviewed <br />the changes to the public records policy. Those changes include no fees for inspection of <br />records or research time for less than two hours, and twenty-five copies without charge. <br /> <br />Council member Brown stated the Statement of Policies also directs Staff to move <br />forward on an e-mail provision. This provision would be a one-way communication <br />allowing citizens to sign-up to receive agendas and summaries via e-mails. This is to be <br />implemented in 2005. <br /> <br />COUNCIL COMMENT <br /> <br />Council members Van Pelt and Marsella voiced support of the Statement of Policies and <br />Procedures. Mayor Sisk stated the Statement of Policies and Procedures would serve the <br />citizens of Louisville well. He noted the agenda's of various meetings have always been <br />posted on Thursday nights. He announced there is a public meeting with all the <br />Louisville school principals on Thursday morning at Karen's in the Country. The public <br />is welcome to attend. <br /> <br /> <br />
