AND <br />GLACIER CONSTRUCTION CO., INC. FOR THE <br />CONSTRUCTION OF THE HOWARD BERRY WATER <br />TREATMENT PLANT UPGRADE PROJECT <br />DECEMBER 5, 2017 <br />KURT KOWAR, PUBLIC WORKS DIRECTOR <br />SUMMARY: <br />Staff recommends approval of two contracts. The first with Colorado Mechanical <br />Systems, Inc. in the amount of $135,800 along with a 10% contingency of $13,500 for <br />the renovation to the HVAC system. The second with Glacier Construction Co. Inc. in <br />the amount of $239,000 along with a 15% contingency of $36,000 for the construction of <br />the Howard Berry Water Treatment Plant (HBWTP) Upgrades. <br />The 2017 Capital Improvements Program included four projects that were scheduled for <br />the HBWTP. <br />1) The largest of the four projects is for the replacement of the deteriorating tube <br />settler with more efficient and durable plate settlers. <br />2) The next project is for replacement of the filter media. <br />3) The third project is related to the renovation and repairs to the HVAC system. <br />4) The last project includes modifications to the disinfection and pre-treatment <br />systems. <br />Given the interrelationship between these four projects, all were combined to increase <br />efficiencies and take advantage of potential reduction in costs for design and <br />construction services. <br />The City has pre -purchased several pieces of equipment in the last two months to align <br />with the other construction activities prior to HBWTP going back online in spring of <br />2018. <br />The City advertised for bids in August of 2017 for the renovation and repairs to the <br />HVAC system. A second advertisement was sent in October of 2017 for bids on the <br />installation of the plate settler, replacement of the filter media and the installation of the <br />new disinfection equipment for the HBWTP upgrades. The City received bids from 2 <br />HVAC contractors and 3 contractors for the remaining items. The bids were reviewed by <br />Public Works as well as the City's design engineer Merrick. Based on the bid amount <br />and qualifications, staff recommends award to Colorado Mechanical Systems, Inc. and <br />Glacier Construction Co. Inc.
