The core of Downtown Louisville encompasses approximately 8 city blocks and has a <br />mix of uses including retail, restaurants, government, and office uses. Downtown is <br />surrounded by historic residential neighborhoods and east of the railroad tracks is <br />where the DELO redevelopment is taking place, several blocks of new development <br />with residential, office, and retail uses. Retail sales activity has increased dramatically <br />since 2007, from $354,000 in annual sales tax revenue to $1,023,000 in sales tax <br />revenue in 2016. <br />Parking in downtown has a mix of on -street parking spaces (252), off-street parking <br />spaces (311) and private off-street spaces. Attached is a map of the current public <br />parking locations. The City has time restricted parking management for its on -street <br />spaces in town. Public off-street spaces are free all day. <br />Downtown Louisville is capped at 475,000 square feet of non-governmental uses. <br />Approximately 160,000 of remaining development potential remain under the cap. <br />Downtown Louisville zoning requires new development to meet an off-street parking <br />requirement equal to 1 stall per 500 sf of new development. If a development is unable <br />to satisfy its off-street parking requirement, a parking improvement fee may be imposed <br />on the development to satisfy the unmet parking need, at the discretion of City Council. <br />The parking improvement fee currently is $3,600 per space and is currently be re- <br />evaluated. <br />The Louisville Planning Department conducted a comprehensive parking study in 2013- <br />14. An action plan was developed, which is attached.
