Section 2. Scope of Work <br />The Scope of Work presented below represents the development of a parking analysis <br />and strategy to accommodate the needs for the current usage of downtown and allow <br />for the full buildout of Downtown Louisville. <br />1. Evaluate downtown Louisville's parking usage and current supply <br />a. Evaluate condition of the current public parking supply (size, location, and <br />condition of each public parking asset). Estimate the timing and cost of <br />renovations in priority order, if needed. <br />b. Review the 2013 Parking Study results and identify if additional <br />research/study is needed to identify the current parking utilization and <br />demand. <br />c. Analyze the current parking enforcement system, practices, and fees. <br />Analyze the current parking time limits and recommend changes if <br />needed. <br />d. Seek input by interviewing existing parking users including businesses, <br />residents and customers in the downtown area. <br />2. Determine future parking demand and recommend solutions to achieve and <br />efficient parking system <br />a. Develop estimates for future parking demand per City Code regulations as <br />well as market demand for existing uses and potential additional <br />development. These estimates should incorporate parking needs to <br />accommodate future passenger rail service in downtown. Include the <br />following: <br />i. Analysis of parking need for allotted development space <br />ii. Estimate city revenue impacts related to future development <br />b. Evaluate parking management solutions to address current and future <br />parking demand and utilization. <br />i. Evaluate parking management structures; including; <br />1. Free but time limited parking <br />2. Paid parking program <br />3. Differing parking time limits <br />4. Residential parking permit program <br />ii. Estimate revenue (with rate estimations), cost, and personnel <br />projections for each option <br />iii. Include expected parking behavior changes with the <br />implementation of each option; including impacts to business <br />activity for each program <br />iv. Provide solutions to reduce parking demand <br />c. Evaluate options and develop a strategy to increase parking supply to <br />accommodate current and future parking demand <br />i. Analyze downtown locations to locate a parking structure. Develop <br />a list of pros and cons for each potential location. Develop 2 <br />conceptual plans for the most desirable location; include cost and <br />4 <br />
