They also want the developer to <br />create an enhanced "gateway" landscaping feature in the SE corner of the lot. <br />Laura expressed concern about the current alignment of the proposed trail on the <br />property. OSAB was shown a different trail alignment previously. The earlier proposal <br />had the trail hugging the eastern side of the new detention pond; the current proposal <br />had the trail on the western side of the parcel, closely paralleling East St. The current <br />alignment introduced an unfortunately dogleg from the southward spur trail to the Coal <br />Creek Trail (CCT). She felt that this would not promote safe crossing of Lock St. and <br />that removing just these sorts of doglegs had been a major focus of the wayfinding <br />initiative. She also expressed her concern about the flow of bike traffic from CTC to <br />downtown, pointing out that the current configuration didn't serve people traveling <br />through the area and that this parcel's trail needs to be seen in the larger context of the <br />City's trail network. Jim suggested that this "parallel" alignment wouldn't be that different <br />from the segment of Coal Creek Trail along Bella Vista. Several board members <br />suggested moving the northern end of the spur trail to CCT towards the east, so it would <br />terminate at the intersection/crosswalk. Then, if the new trail was also tied to the same <br />crosswalk, riders would be encouraged to cross safely. Eric was amendable to this idea <br />and to the idea of using the original alignment of the trail, on the eastern side of the <br />detention pond. <br />Graeme asked about the depth of the pond. Eric answered that it would be five <br />feet at its deepest. It wouldn't fill with water, except in a 100 -year event. <br />Eric asked the board if it would be willing to use a ceiling of cost rather than tying <br />the cost of improvements to the appraisal value. Laura said that she thought a trail, <br />landscaping/trees, improvements on the south spur to CCT, and the corner gateway <br />landscaping features were all that OSAB could look for. Mike commented that for use of <br />the public land there should be a public benefit, an useful trail would satisfy that; he <br />doesn't see the need to tie it to the specific appraisal. Helen and Laura agreed that if <br />these plans are put in place then the public good is satisfied. Helen made a motion: If <br />the developers install a trail along east side of the detention pond, follow PPLAB's <br />landscaping recommendations, and improve the spur trail to CCT so it aligns to the new <br />trail, then OSAB would be satisfied that the public good was met. This would supersede <br />the previous Comment #1 that tied the improvement costs to the appraisal value. Laura <br />seconded the motion. The motion passed unanimously. <br />XIII.
