City Council <br />Meeting Minutes <br />December 19, 2017 <br />Page 9 of 17 <br />Councilmember Leh agreed with Councilmember Stolzmann regarding completing all of <br />the more urgent measures immediately. He asked if option 5 will be included in the <br />RFP Director Stevens stated the plan is to include all of the options From an open <br />space perspective staff prefers options 1-3 We can move forward on the others <br />depending on the inclinometer readings. There are a lot of add/alternates that can be <br />evaluated <br />Councilmember Keany stated his support for the RFP and taking the immediate steps. <br />He would like larger signs telling people to keep out. We should determine where the <br />property line is between the open space and adjoining HOA parcel We should make <br />sure to get the homes to relocate their downspouts towards the street and away from <br />the open space <br />Councilmember Maloney stated he is interested in the RFP for options 1-4 and for <br />options 5 as well He was interested if there is shared responsibility with the <br />homeowners and in doing the monitonng. <br />Terry Hafer, homeowner just west of the walkway since 1990, stated he speculated this <br />may have been caused by taking a large portion of the dirt to use for other houses, it <br />made the area much steeper It seems to be why the slides are happening. <br />Susan Robertson, 583 Sagebrush Court, is concerned about the urgency of this. The <br />high water table is concerning and shouldn't delay taking care of that. The monitoring is <br />needed. How long is it going to take to take action. As far as who is responsible, all of <br />this started in the open space and moved into the HOA property. She felt it was not an <br />HOA responsibility. She had concerns that this is not covered by insurance and <br />advocated completion of all steps and at minimum of addressing the water table and <br />monitoring. <br />Patncia Dove, 675 West Sagebrush Drive, VP of HOA, stated they are working to <br />determine the property lines. Drainage needs to be addressed immediately as well as <br />installing the inclinometers. The HOA knows the trail is closed and can help get out the <br />word on that. She would like to understand if the hillside will be restored once work is <br />done or will we always have to stay off of that area. She would like to understand what <br />the work means for use of the area. <br />Adettiwar stated option 4 would include making the area usable again Director Stevens <br />stated with option 4 it would be reseeded to reestablish the plant material there <br />Councilmember Loo stated the RFP will cover options 1-4 and perhaps 5, is the idea to <br />do it incrementally or will we eventually do it all. Director Stevens stated doing it <br />incrementally may be the best way to manage the budget but it may be over 2-3 years <br />depending on if it is affordable and how this fits in the City's priorities. The RFP will help <br />identify those costs <br />
