City Council Finance Committee <br />Meeting Minutes <br />11/27/17 <br />Page 2 of 6 <br />None. <br />FEES AND CHARGES FOR 2018 <br />Finance Director Kevin Watson presented a draft Resolution pertaining to the <br />setting of certain City fees, rates and charges. Director Watson asked the Finance <br />Committee for guidance as to how these rate schedules should be reviewed and <br />presented in the future as there are a series of Resolutions which occur throughout <br />each year. <br />Director Watson provided two revised schedules contained in Exhibit A (page 8 <br />and page 27 in the Finance Committee Packet). Finance Committee Members <br />requested Resolution No. 25 be added to the additional information section for <br />Parking Improvement Fees, and that the title be changed from 2016 to 2017 for <br />the Residential Refuse and Recycling fee schedule. <br />Finance Committee Chairperson Stolzmann requested Director Zuccaro provide a <br />write-up to City Council explaining the changes made to the Contractor's License, <br />Application, and Fee schedule. <br />Chairperson Stolzmann requested the background of the information which led to <br />the changes made to the Building Permits, Inspections, and Review Fees <br />schedule, stating that she believed this process was to be discussed prior to any <br />changes. Chief Building Official Chad Root stated that he had met with, and <br />discussed these fees, with the City of Lafayette, the City of Broomfield, and <br />Boulder County. Mr. Root stated that these new fees reflect those used by Boulder <br />County and will provide continuity between the County and other Boulder County <br />cities. <br />Director Zuccaro stated the former "no fee" for permits with a valuation under $500 <br />had been causing confusion. Director Zuccaro stated that the Land Management <br />Code stated this "no fee" permit was designed for use by homeowner's completing <br />small-scale work, but that contractors performing work for commercial properties <br />had been benefitting from the former fee schedule. <br />Council Member Stolzmann stated that base -lining is acceptable, but that the <br />purpose of the fees and charges is to offset actuals costs, not to generate revenue. <br />Member Stolzmann added that the "costs" incurred by the City, may actually be <br />more or less than the fees set by the County or by other cities in the region. Mayor <br />Muckle stated that he liked the concept of being consistent with Boulder County, <br />but asked what amount of time and effort would be needed to determine the City's <br />actual costs. City Manager Balser and Director Zuccaro stated that significant time <br />and resources are needed to properly capture the data needed and perform the <br />necessary research.
