part 1 of article 28 of title 30; part 3 of article 23 of title 31; §31-15-702; §31-25-501 el seq.; <br /> §32-9-119; and <br /> WHEREAS, §29-1-201, el seq., C.R.S., as amended, authorizes the Parties to <br /> cooperate and contract with one another with respect to functions lawfully authorized to each <br /> of the Parties, and the people of the State of Colorado have encouraged such cooperation and <br /> contracting through the adoption of Colorado Constitution, Article XIV, §18(2); and <br /> WHEREAS, the Parties have taken official action for the consideration of entering into <br /> this Agreement. <br /> • <br /> NOW THEREFORE, in consideration of the above and the mutual covenants and <br /> commitments made herein, the Parties agree as follows: <br /> COMMITMENTS <br /> 1. The Parties agree to work with DRCOG to include in the 2020 Regional <br /> Transportation Plan and amend future Transportation Improvement Plans to provide for High <br /> Occupancy Vehicle (HOV)/bus lanes in both directions from I-25 to Boulder along U.S. 36, <br /> including: <br /> (a) Communicating to CDOT the benefit of accelerating design and <br /> construction of the flyover connecting the I-25 bus/HOV lanes to U.S. 36. <br /> (b) Seeking to accelerate funding for HOV lanes east of Wadsworth to <br /> connect with the flyover and the existing eastbound lane which begins at Sheridan Boulevard <br /> through the Transportation Improvement Progam (TIP). <br /> (c) Pursuing TIP funding for a feasibility study and planning for HOV lanes <br /> west of Wadsworth and seeking funding to implement the results of the study. <br /> 2. The Parties agree to seek improvements to the interchanges and arterials along <br /> the U.S. 36 corridor. Particular attention will be given to safety, aesthetic, congestion <br /> mitigation and multi-modal improvements. Improvements to the Broomfield Interchange <br /> should be coordinated with a re-design and expansion of the Broomfield park n Ride. <br /> Improvements to the McCaslin Boulevard interchange should include a redesign and/or <br /> expansion of the Superior park n Ride facility. <br /> 3. The Parties agree to advocate improving park-n-rides to support existing and <br /> new ridership; to support RTD in implementation of its park-n-ride study for the U.S. 36 <br /> corridor, including evaluation of capacity needs for existing park-n-rides, multi-modal access <br /> and facilities for existing park-n-rides, and the need for new park-n-rides; and to examine <br /> options for public/private development at park-n-rides. <br /> 2 <br />
