Revitalization Commission <br />Minutes <br />December 11, 2017 <br />Page 2 of 4 <br />Reports of Commission <br />Chair Steve Fisher congratulated Heather Balser on being named City Manager. <br />City Attorney Sam Light apologized for missing last month. Light gave an update <br />regarding Parker Authority for Reinvestment being challenged regarding the <br />implementation of their Urban Renewal District. Denver South Metro Fire District is <br />challenging the Urban Renewal Authority does not have the authority to claim the Fire <br />District's mill levy. Light will continue to follow the proceedings and follow up at future <br />meetings. <br />Business Matters of Commission <br />Resolution 17-02 — Approving the 2018 LRC Budget <br />Staff Presentation <br />Economic Development Director DeJong reviewed the proposed 2018 LRC budget. He <br />said that in 2017, just over $200,000 payment to bonds was interest, There will be more <br />than $125K in interest paid that is currently listed in the 2018 budget. He suggested the <br />interest line should be changed to $200k. <br />Parking study line may change. <br />Open Public Hearing <br />Chair Fisher opened the Public Hearing. There were no comments. <br />Close Public Hearing <br />Chair Fisher closed the Public Hearing. <br />Commission Discussion <br />Chair Fisher moved that that $75000 bond principal payment be moved to line item for <br />interest payment. Commissioner Menaker asked if staff time is included. DeJong said <br />staff time is accounted for. <br />Action on Resolution <br />Chair Fisher made a motion to approve the budget. Commissioner Menaker seconded <br />the motion. Motion approved unanimously. <br />Draft Parking Analysis RFP Discussion <br />Interim City Manager Balser said it will be at least 6 months before DRCOG grant <br />application will be decided. She suggests not waiting on DRCOG funds. The funds will <br />be available but not quickly. Commissioner Menaker believes there will be an advantage <br />to not wait by discounting regional issues. He thinks the LRC is trying to do too much <br />with this RFP. He is interested in modeling the RFP like the Louisville Recreation Center <br />expansion: get engineered drawings to present to public. Develop conceptual plan with <br />elevation on land we own so show what a parking structure will look like. Try not to <br />define the building so tightly upfront. Menaker desires a design at a conceptual level so <br />
