15 <br />ET1S4: Adopt building codes <br />& policies that promote <br />energy efficiency in new and <br />existing buildings. <br />This strategy seems to duplicate strategy IT2S3 above. <br />• No recommended Action. Strategy is <br />covered under strategy IT2S3. <br />16 <br />ET1S5: Support utility <br />demand-side management <br />programs and renewable <br />power supply initiatives. <br />Working as a partner with Xcel Energy in Xcel Energy's Partners in Energy <br />Program, the City is actively promoting Demand-side Management (DSM) <br />programs and renewable initiatives through web outreach, water bill inserts <br />and community sessions. For example, the Louisville Sustainability Series <br />Session #1 (September 2017) was on the topic of "Energy & Money." Both the <br />presentation and links to resources have been published on the City's website. <br />In addition, the City collaborated with the City of Lafayette to host a free 3 - <br />hour solar workshop on October 21, 2017. The City also promotes renewable <br />power source initiatives through Boulder County's EnergySmart. <br />The City could further develop its promotion of renewable power source <br />initiatives through a SolSmart Designation from the Department of Energy. <br />SolSmart provides recognition and no -cost technical assistance to help local <br />governments remove barriers to solar energy growth, such as through <br />streamlining permit processes for homes and businesses, among other <br />avenues. Currently, neighboring Lafayette is a SolSmart community and would <br />be an excellent resource for initiating this process. <br />• Consider making Louisville a SolSmart <br />community. <br />17 <br />ET1S6: Promote low-interest <br />financing for residents and <br />businesses to complete <br />energy efficiency upgrades & <br />install renewable energy. <br />The City is currently promoting EnergySmart's low interest energy loan <br />program in conjunction with Elevations Credit Union on the website and <br />through outreach materials, such as the water bill insert in September 2017. <br />This was also promoted through the Louisville Sustainability Series Session #1: <br />Energy & Money focused on energy savings held at the Library. <br />• No recommended action. Strategy is <br />covered under ET1S1 <br />recommended for <br />Water <br />Internal Target 1: Reduce water usage and improve efficiency of water use with City buildings <br />18 <br />W-IT1S1: Benchmark all City <br />buildings' indoor water use. <br />The Finance department has provided the Public Works Department indoor <br />water use information for all City buildings for the past three years. Public <br />Works regularly monitors usage. <br />• Continue to benchmark all City <br />buildings indoor water use, using <br />data to inform plans for conservation <br />and/or infrastructure replacements. <br />
