23 <br />W-IT2S2: Encourage quality <br />drought resistant landscaping <br />through the development <br />review process. <br />According to the Parks and Recreation Department, the City utilizes xeric and <br />low water plant material where feasible and/or desired. There is a <br />horticulturalist on staff and additional support staff that keeps up the plant <br />material around town. This horticulturist is consulted on new-build projects as <br />part of the process. <br />In addition, the Planning and Building Department states that it plans to <br />include language encouraging quality drought resistant landscaping in the new <br />design guidelines. <br />• Language encouraging quality <br />drought resistant landscaping should <br />be included in the new Design <br />Guidelines. <br />Internal Target 3: Minimize use of treated water for non-potable functions <br />24 <br />W-IT3S1: Use non-drinking <br />water systems to meet <br />residential, industrial, and <br />agricultural needs when <br />feasible. <br />The City uses the raw water it can through water rights, as well as re-use <br />water, to irrigate the golf course, the sports complex, Community Park, etc. <br />This is because these locations lie along current pipelines designated for reuse <br />water. There has been discussion and some planning for expanding the use of <br />re-use water system to other areas such as Heritage Park and Miners Park but <br />this would involve a large infrastructure build-out. <br />• Create a policy for raw water use at <br />the golf course. <br />Internal Target 4: Improve and maintain water quality <br />25 <br />W-IT4S1: Continue to update <br />equipment and procedure <br />manuals related to water <br />use, wastewater and storm <br />water treatment and <br />incorporate methods to <br />promote sustainability & limit <br />environmental impacts. <br />The Wastewater treatment plant has been fully replaced and procedures <br />streamlined. Updating equipment and procedures in general is an ongoing <br />process in response to noted inefficiencies, as audits are regularly performed. <br />• Continue to update equipment and <br />procedures to promote sustainability <br />& limit environmental impacts. <br />26 <br />W-IT4S2: Aim to have Coal <br />Creek removed from State's <br />list of impaired or polluted <br />waters. <br />It is believed that most of the pollution in the creek is caused from <br />agricultural/raw water runoff. The desire and plan to remove Coal Creek from <br />the State's list of impaired or polluted waters should therefore be included in a <br />Stormwater Master Plan. <br />• The desire to remove Coal Creek <br />from the list of polluted waters <br />should be added to the future <br />Stormwater Master Plan. <br />External Target 1: Expand water conservation education for City residents and businesses <br />27 <br />W-ET1S1: Conduct a gap <br />analysis of the water <br />While a number of resources exist on the City's website, a gap analysis could <br />be developed to better identify gaps to help inform outreach initiatives. <br />• Conduct a gap analysis for <br />community resources for water <br />
