Louisville Local Licensing Authority
Meeting Date: February 24, 2003

the application was submitted to the State before it was submitted to the Local
Authority, thus delaying the renewal.

Member Mulvahill inquired as to how much Little Tokyo owes in back taxes.
Deputy Clerk Schmidt did not know and would have to check with the Sales Tax
Coordinator, Penney Bolte.

Some of the members were still unclear as to whether or not Little Tokyo still had
a liquor license. Deputy Clerk Schmidt informed the Authority that the applicant
was late last year in submitting a renewal application. Member Wilson asked if a
temporary extension had been issued. Deputy Clerk Schmidt stated that she did
not issue a temporary extension. She continued that she was under the
impression that if an applicant submits a renewal before it expires; it is still valid
until approved by the Authority. Authority Attorney Bleau checked the Liquor and
Beer Codes Regulations book; according to section 12-47-302, an application is
still valid if submitted before expiring.

Vice Chairperson Koertje moved to hold a hearing on the renewal application for
Byung U. Min, d/b/a Little Tokyo. Member Paige seconded the motion. Roll Call
Vote: Lipton-yes, Koertje-yes, Kimmett-yes, Paige-yes, Wilson-yes. All
members were in favor, motioned carried.

POLICE DEPARTMENT REPORT

A. Incident Report - Ruby Tuesday (11/30/02)

This report was tabled at the January 27, 2003 meeting so the Authority could
obtain additional information.

Detective Gordanier stated that there are written statements by witnesses that
were not included the first time the incident report was submitted to the Authority.
She also spoke with the officer who wrote the report and received clarification
that the party in question was not served alcohol in the establishment while
waiting for a cab.

No action was taken.

B. Incident Report - Henry's (12/07/02)

This report was tabled at the January 27, 2003 meeting to seek more follow up
information. Detective Gordanier stated that she did speak with the officer who
filed the report and no follow up was done because the officer spent most of the
time at the hospital interviewing the suspect/victim.

G:\LIQUOR\2003\MINUTES\MINUTES FEB 03.DOC
