City Council <br />Study Session Summary <br />October 24, 2017 <br />Page 3 of 6 <br />Council member Leh said it sounds like there is a disconnect. This is a draft, not <br />a final document. Goals can inform it but not drive it. He feels it is an interesting <br />look. There is nothing specifically related to being economically sustainable; that <br />is not addressed in the plan. Voluntary versus mandatory measures need to be <br />addressed. <br />Mayor Muckle said this is in the Council workplan. He wants to come to <br />agreement and be ready to go in 2019. Wants to work through it and go through <br />categories. <br />Council member Maloney said we are done with this budget cycle — we should <br />be reshaping and making the commitment. Plan can be brought together for next <br />budget cycle. <br />Climate and Energy <br />Mayor would like to strive to get to 100% of municipal power from own sources <br />and be able to measure greenhouse gases. <br />Council member Stolzmann does not want to do another inventory in the next <br />year, additional to Boulder County's inventory. It is hard to get an accurate <br />inventory. Council member Loo and Mayor Muckle agree. <br />Council member Loo has no interest in adopting unrealistic goals that are all <br />show. <br />A LSAB member said the board did not have enough information to set <br />milestones that show return on investment. The City is looking to set goals that <br />are attainable. <br />Council member Leh would like a chart showing all the detail in priority order. <br />When it is revised, it will be helpful to see how things shake out when using <br />Council goals and objectives. At some point, Council will have to deal with <br />prioritization. Just an issue of presentation. <br />Council member Stolzmann is concerned about siloing; she would like to rank by <br />effectiveness measure. <br />Council member Stolzmann believes there are things that are factually wrong in <br />the document. They need to be corrected before it is published again. <br />Council members Maloney and Stolzmann would like to look at areas where the <br />City can make the greatest strides. <br />
