City Council <br />Study Session Summary <br />October 24, 2017 <br />Page 4 of 6 <br />Council member Keany said the Sustainability Action Plan (SAP) is not just a <br />Council document. It is a community wide aspirational document. These <br />discussion points are specific to the Council. Goals and objectives in the plan <br />are related to a community wide aspirational document. He appreciates Council <br />member Loo's comments about making things voluntary. <br />Mayor Pro Tem Lipton said really good work went into the document. It needs <br />approved alignment with Council goals and objectives, and policy information. <br />Analysis is done. What do you need for policy? What does Council need to <br />support? <br />Council member Leh suggests an executive summary. <br />Council member Loo said numbers matter. If you are going to set a goal, you will <br />have to set policies to reach numbers. She does not think electric police vehicles <br />are a good idea. She would like less words on electric vehicles and more on <br />hybrids that do work. Good start because there is a lot of detail. <br />Council member Stolzmann said sustainability and improving our environment is <br />important to our citizens. We need to take action. There are real and necessary <br />steps we can take. Put more time in priority scale. <br />A LSAB member stated that Council adopted the SAP and the goals in that plan <br />are the goals in Work plan. What are the cities overarching goals? What are the <br />broader goals? She said Archer met with staff to find out what is realistic in their <br />realm. Yes, some things are missing but this is the beginning to measure goals <br />and priorities. <br />A discussion of community supported agriculture and bees began, however, <br />Mayor Pro Tem Lipton said given time constraints, it is not a discussion we can <br />have tonight. He said to give LSAB and staff some running room. Leave it to the <br />City Manager to determine what is the best way to bring this document back. <br />Mayor suggested breaking the SAP up by areas. He also suggested staff <br />bringing the discussion of bees in urban areas to a regular Council meeting. <br />There would need to be a code amendment to allow bees in commercial zone <br />districts. <br />Interim City Manager Balser said there are a lot of different opinions around the <br />SAP. The struggle is how to consolidate. Tonight's feedback is helpful. <br />Mayor Muckle appreciates the work that has begun.
