City Council <br />Study Session Summary <br />November 14, 2017 <br />Page 3 of 6 <br />Discussion — 2018 Transportation Master Plan Scope of Work <br />Megan Davis, Intergovernmental Affairs Director gave an overview of the <br />proposed transportation master plan (TMP) — expect completion in 2018. Staff <br />requested funding and $125,000 was approved in the 2018 budget. <br />The purpose of the TMP is to provide a guiding document around transportation <br />issues: <br />• Strategic vision for Citywide and regional connections <br />• Policies to promote the transportation vision <br />• Priorities that support strategic transportation -related investments <br />• A plan to integrate future plans with the existing plans <br />Director Davis reviewed the slides in the packet related to the scope of work. It is <br />important for Louisville to do our own visioning process, though regional <br />influences and trends over time were reviewed. The TMP will give us the <br />information to help us determine priorities when budgeting. <br />Overarching considerations <br />• Community character <br />• Infrastructure for business and employment centers <br />• Reducing and managing transportation demand <br />• Alternate modes of transportation <br />• Regional travel and transportation systems <br />• Regional land use and growth projections <br />• Livable communities and the nexus between land us, housing and <br />transportation <br />• Neighborhood traffic management and safety <br />• Social equity and access for aging, disable and low-income populations <br />• Sustainability and environmental impacts <br />• Costs and cost-effectiveness of proposed solutions <br />• Innovative transportation technology and future trends in technology <br />Some may rise to the top as key community goals. <br />In conversations with partners, they have said this may be a lot to accomplish <br />with $125k. Is there anything we can trim from scope? <br />Council member Loo said the huge amount of traffic we expect is not locally <br />generated. If you reduce the scope, will you not get good analysis? DRCOG has <br />good forecasting data. Director Davis said this could include "impact of incoming <br />traffic" Council member Loo said if that is true, we need to educate residents on <br />that. Public Works Director Kowar said the scope asks for visualization of cut- <br />thru traffic. <br />
