City Council
Study Session Summary
November 14, 2017
Discussion — 2018 Transportation Master Plan Scope of Work
Megan Davis, Intergovernmental Affairs Director gave an overview of the
proposed transportation master plan (TMP) — expect completion in 2018. Staff
requested funding and $125,000 was approved in the 2018 budget.
The purpose of the TMP is to provide a guiding document around transportation
issues:
• Strategic vision for Citywide and regional connections
• Policies to promote the transportation vision
• Priorities that support strategic transportation -related investments
• A plan to integrate future plans with the existing plans
Director Davis reviewed the slides in the packet related to the scope of work. It is
important for Louisville to do our own visioning process, though regional
influences and trends over time were reviewed. The TMP will give us the
information to help us determine priorities when budgeting.
Overarching considerations
• Community character
• Infrastructure for business and employment centers
• Reducing and managing transportation demand
• Alternate modes of transportation
• Regional travel and transportation systems
• Regional land use and growth projections
• Livable communities and the nexus between land us, housing and
transportation
• Neighborhood traffic management and safety
• Social equity and access for aging, disable and low-income populations
• Sustainability and environmental impacts
• Costs and cost-effectiveness of proposed solutions
• Innovative transportation technology and future trends in technology
Some may rise to the top as key community goals.
In conversations with partners, they have said this may be a lot to accomplish
with $125k. Is there anything we can trim from scope?
Council member Loo said the huge amount of traffic we expect is not locally
generated. If you reduce the scope, will you not get good analysis? DRCOG has
good forecasting data. Director Davis said this could include "impact of incoming
traffic" Council member Loo said if that is true, we need to educate residents on
that. Public Works Director Kowar said the scope asks for visualization of cut-
thru traffic.
