TO: MAYOR AND CITY COUNCIL
FROM: MALCOLM FLEMING, CITY MANAGER
DATE: SEPTEMBER 23, 2008
SUBJECT: UPDATE/DISCUSSION - 2008 COMPREHENSIVE PLAN UPDATE
ORIGINATING DEPARTMENT: PLANNING
SUMMARY:
Commencing in April of 2008, Staff has been working on an amendment to the existing 2005
Citywide Comprehensive Plan. The 2005 Plan was adopted by the City Council in August of
2005 after the completion of a 16 month process which focused extensively on public
involvement. The 2005 Citywide Comprehensive Plan requires the Plan be reviewed every two
years commencing in 2008.
Consistent with the scope of work approved by the City Council on March 18, 2008, the
amendment process is limited by design to focus on Opportunity Areas #2, #4, and #'s 5 & 6,
and provide modifications to specific policies where it is deemed appropriate. During staff's
meetings with Boards and Commissions, as well as public workshops, staff presented the
opportunity areas and sought comments on any desired amendments or modifications. Staff
transcribed the notes from the public interactions and included them as new policies in the draft
document.
The public involvement process for the Plan update was based on scheduled meetings with
boards and commissions, stakeholders, as well as two public open houses. Those public open
houses were conducted on June 26, 2008, and July 30, 2008. A stakeholder meeting was
conducted on August 14, 2008 seeking participation from prominent stakeholders in
Opportunity Area #4, including the Boulder Valley School District, Avista Health Park, and
ConocoPhillips.
Among the proposed modifications is a new element -Sustainable Environment (SE). This
new element, which was drafted by the Louisville Resource Conservation Advisory Board
(LRCAB), includes policies that focus on sustainable building practices and natural resource
management.
This update was not intended to be an in-depth revision of the Plan, but instead a revision of
the elements that needed improvement and, possibly, inclusion of new elements. Staff primarily
revised Chapter One (Introduction) and Chapter Three (The Plan) of the 2005 Plan, providing
minor modifications to Chapter Four as well.
SUBJECT 2008 COMPREHENSIVE PLAN UPDATE AGENDA ITEM
2
