TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: SEPTEMBER 23, 2008 <br />SUBJECT: UPDATE/DISCUSSION - 2008 COMPREHENSIVE PLAN UPDATE <br />ORIGINATING DEPARTMENT: PLANNING <br />SUMMARY: <br />Commencing in April of 2008, Staff has been working on an amendment to the existing 2005 <br />Citywide Comprehensive Plan. The 2005 Plan was adopted by the City Council in August of <br />2005 after the completion of a 16 month process which focused extensively on public <br />involvement. The 2005 Citywide Comprehensive Plan requires the Plan be reviewed every two <br />years commencing in 2008. <br />Consistent with the scope of work approved by the City Council on March 18, 2008, the <br />amendment process is limited by design to focus on Opportunity Areas #2, #4, and #'s 5 & 6, <br />and provide modifications to specific policies where it is deemed appropriate. During staff's <br />meetings with Boards and Commissions, as well as public workshops, staff presented the <br />opportunity areas and sought comments on any desired amendments or modifications. Staff <br />transcribed the notes from the public interactions and included them as new policies in the draft <br />document. <br />The public involvement process for the Plan update was based on scheduled meetings with <br />boards and commissions, stakeholders, as well as two public open houses. Those public open <br />houses were conducted on June 26, 2008, and July 30, 2008. A stakeholder meeting was <br />conducted on August 14, 2008 seeking participation from prominent stakeholders in <br />Opportunity Area #4, including the Boulder Valley School District, Avista Health Park, and <br />ConocoPhillips. <br />Among the proposed modifications is a new element -Sustainable Environment (SE). This <br />new element, which was drafted by the Louisville Resource Conservation Advisory Board <br />(LRCAB), includes policies that focus on sustainable building practices and natural resource <br />management. <br />This update was not intended to be an in-depth revision of the Plan, but instead a revision of <br />the elements that needed improvement and, possibly, inclusion of new elements. Staff primarily <br />revised Chapter One (Introduction) and Chapter Three (The Plan) of the 2005 Plan, providing <br />minor modifications to Chapter Four as well. <br />SUBJECT 2008 COMPREHENSIVE PLAN UPDATE AGENDA ITEM <br />2 <br />
