SUBJECT: 2008 COMPREHENSIVE PLAN UPDATE DATE: SEPTEMBER 23, 2008 The following issues were discussed during the scheduled meetings and open houses: • Preservation of older buildings in downtown through incentives (LU-3.6) • Inclusion of the Mixed Use Development Design Standards and Guidelines (LU-4.2) • Inclusion of a Parking Structure on the west side of the railroad tracks (LU-4.2) • Public trail connection between CTC and downtown (LU-4.3) • Provision of uses complimentary to Avista Hospital, Monarch High School, and Conoco- Philips, along West 88th Street (LU-4.4) • Provision of vehicular connection between West 88th Street and West 96th Street (LU- 4.4) • Inclusion of an interchange on US 36 at West 88th Street (LU4.4) • Modifications within the Economic. Development (ED) chapter. • Additional support for senior services and housing. • Inclusion of a new chapter entitled "Sustainable Environment (SE)" to address sustainable living. • Inclusion of the following statement into Chapter 3; "Policy CS-3.2: The City, together with the Louisville Fire Protection District, should encourage the use and cost effectiveness of fire sprinklers in protecting life and property". Planning Commission Action: At this point the update has entered the formal public hearing process and specific amendments are currently under consideration by the Planning Commission. A formal public hearing was conducted before the Planning Commission on September 11, 2008. A second, special meeting is scheduled with the Planning Commission for September 25, 2008. Staff will bring the recommendations of the Planning Commission forward to the City Council in October of 2008. FISCAL IMPACT: The fiscal impact element of the 2008 Comprehensive Plan has been reviewed and accepted by the Finance Director. The fiscal impact analysis model is being modified to better reflect fiscal impacts of land uses on service sector departments. ATTACHMENT(S): None RECOMMENDATION: Discussion
