Open Space Advisory Board
Minutes
January 10th, 2017
THREATS (external):
—"Must do" items that pull anticipated OS funds (e.g. Coyote Run Slump) (4
dots)
—Increasing impacts on Open Space land (4 dots)
—Deferring relatively small trail wayfinding projects due to funding pressures (1
dot)
—Continuing expansion of prairie dog colonies on land (1 dot)
—Lack of coordination among City departments re. wayfinding (5 dots)
—Public confusion between Parks vs. Open Space (0 dots)
—Increasing acquisition costs (0 dots)
XII. Discussions Items for the Next Meeting on Wednesday, February 14th-
A. Draft/Finalize 2018 Goals. There will be homework for board members in
preparation of this topic.
B. Jointly-owned Warembourg prairie dog management.
C. 2018 proposed Open Space education programs.
D. Laura asked Joe for an update on the status of the cottonwood trees on
Powerline Trail and whether this topic needs to be a discussion item. The City forester
has identified those two trees as a hazard. PPLAB has asked to City to save the trees,
but re-route the Powerline Trail around them. OSAB has asked to City not to spend its
limited trail improvement funding on this, and not to alter the current, preferable trail
alignment. Joe said that the City Manager is seeking a second opinion about the level of
hazard and liability posed by the trees. He said that staff will come back to OSAB for
formal input before a final decision is made. When the information is ready, it will be on
the agenda.
E. CIP budget review. Joe suggested that Kevin Watson could come to an
OSAB meeting to do a "Budget 101" presentation. Missy asked Joe if there is a
guidance document that comes with the budget spreadsheets. Joe wasn't sure, but
thought Kevin could teach the board what they needed to know. Missy encouraged the
creation of some sort of reference document for understanding the City's budgets. Joe
said he could work with Kevin about improving clarity. Jeff agreed that there should be a
better way to present budgets to citizen advisory boards that focuses on what the board
itself can actually impact.
F. CSU cheatgrass study update. This may be done in March.
XIII. Adjourn-
The meeting adjourned at 9:24 pm.
