I After a recount conducted pursuant to this section 2.16.050 has <br />been completed, the clerk shall notify the Council of the results of the recount, <br />shall make a certificate of election for each candidate who received the highest <br />number of votes for an office for which a recount was conducted, and shall <br />deliver the certificate to such candidate <br />J. In any city election held and conducted in accordance with the <br />Uniform Election Code, the cost of any recount shall be paid as provided in that <br />code, as amended from time to time <br />Sec. 2.16.070 — Powers of city clerk regarding election. <br />A The City Clerk shall have charge of all activities and duties <br />required pursuant to the Charter and any ordinance relating to the conduct of City <br />elections. In any case where election procedure is in doubt, the City Clerk shall <br />prescnbe the procedure to be followed. <br />B. No person shall dictate, prevent, or mterfere with the City Clerk's <br />responsibilities as an independent and neutral election official. <br />C. Except where otherwise provided in the Municipal Election Code, <br />the clerk shall render all interpretations and shall make all initial decisions as to <br />controversies or other matters arising in the operation of the Municipal Election <br />Code. <br />D. In any election utilizing the requirements and procedures of the <br />Uniform Election Code of 1992, the city clerk shall have the authority to render <br />all interpretations and make decisions as to controversies or other matters as <br />authorized under such code or the intergovernmental agreement governing the <br />conduct of such elections <br />E. All powers and authonty granted to the clerk by this Code, the <br />Municipal Election Code and the Uniform Election Code may be exercised by the <br />deputy clerk in the absence of the clerk or in the event the clerk for any reason is <br />unable to perform the clerk's duties. <br />Chapter 2 18 <br />OPEN MEETINGS, EXECUTIVE SESSIONS & PUBLIC RECORDS <br />Sec. 2.18 010.
