This chapter is intended to foster public trust by defining the parameters of open government and requiring the conduct of government in proper forums. Sec. 2.18.020. - Definitions. As used in this chapter, the following words shall have the following meanings. Meeting means any kind of gathering, convened to discuss public business, in person, by telephone, or by other means of communication. Official action means any legislative, administrative, or quasi-judicial act of the city council or of any board or commission. "Public body" means those City public bodies referenced in section 2 32.020 and, for purposes of sections 2 18.040, 2.18.080 and 2.18.160, also includes the City Council. Public business means any matter or issue which may be subject to an official action Sec. 2.18.030. - Open meetings. A All meetings of three or more members of the city council, or of three or more members or a quorum of a public body, whichever is less, at which any public business is discussed, at which any presentation pertaimng to public business is made, or at which any official action may be taken, shall be public meetings open to the public at all times B. All meetings of the city council and any other public body shall occur in public buildings and public facilities accessible to all members of the public. Sec. 2.18.040. — Notices and agenda.
