Louisville Local Licensing Authority
Meeting Date: August 25, 2003

Kimmett asked if any alcohol related summonses were issued. Gordanier
answered no, there was not enough evidence to charge anyone. Kimmett
thought the Authority might have a case based solely on the inappropriate
behavior displayed.

Lipton asked if anyone had gone back to the female party involved in the incident
the same day. Gordanier stated that no one knew who the female patron at the
restaurant was until the following day.

Kimmett read the statute regarding conduct of an establishment. Attorney Bleau
stated she felt the statute was intended for unauthorized strip clubs although
technically the establishment may have violated that provision. Kimmett
continued saying the manager watched the couple's behavior for twenty minutes
before asking them to leave. He felt a letter might be appropriate.

Gordanier stated the Blue Parrot was very cooperative with her during the
investigation. She was; however, concerned with the fact the manager and
waitress involved in the incident had not had liquor training.

Wilson expressed her desire to see the toxicology reports before making any
decisions regarding a hearing because of the severity of the situation. Gordanier
told the Authority there was a high level of cocaine in the deceased's system.
She could not however, say how much alcohol was in his system.

The Authority felt there were no grounds to go forward with a Show Cause
Hearing. A letter will be written to the establishment regarding this incident.

Kimmett suggested the next time the City has liquor training, to bring up conduct
of an establishment and have the trainer address the statute.

The Authority commented on how well done the reports were and appreciated the hard
work the police department had done.

SECRETARY'S REPORT

No items.

AUTHORITY ATTORNEY'S REPORT

No items.

AUTHORITY COMMENTS

G:\LIQUOR~003\MINUTES\MINUTES AUGUST 03.DOC

4
