Cityor <br />Louisville <br />Memorandum <br />To: Kristin Dean, Principal Planner <br />From: Allan Gill, PLA, Park's Project Manager <br />Date: March 1, 2018 <br />Re: St. Louis Parish and Commercial Park, Project Update <br />Attached for your reference are landscape sheets from the St. Louis Parish and Commercial Park <br />Preliminary Planned Unit Development (Ascent Church). <br />Summary: <br />The project area consists of 51.58 acres and is located at the northeast corner of the intersection of 96th <br />Street and Dillon Road. The property is owned by three entities which roughly divides the property in to <br />thirds with the Archdiocese of Denver owning the southern third, the Ascent Church owning the middle <br />portion and Adrian Games owning the northern third. <br />For the Ascent Church to move forward with their plans to build a Church a Plat and PUD are needed <br />to be completed for the entire parcel which includes the other two owners and makes this process more <br />complicated than most Plats and PUDs. The Church is conservative in their approach to the process <br />having completed a General Development Plan, now the Preliminary Plat and PUD are in process and <br />will be followed with a Final Plat and PUD. See the attached letter to Planning Staff and Team and City <br />of Louisville dated February 5, 2018 from Jim Candy, Co -Pastor which outlines the direction the Church <br />would like to follow. <br />There are three items for which I would like to update the Board. First, a trail has been proposed that <br />runs parallel to the railroad tracks across all three properties that make up the larger parcel and <br />continues north under Highway 42 adjacent to the railroad tracks and on to City owned property and <br />finally reaching the Coal Creek trail on the north and on the south the trail connects to the CTC. The <br />timeline for development of the north and south properties is not known at this time, with that a CIP for <br />trail construction is not in place. The trail corridor is to be dedicated to the City and remaining public <br />dedication requirements may be in the form of money set aside for future trail construction after <br />development of the northern and southern properties takes place. <br />Second, the Church is proposing a Community Plan Field. In discussion with Jim Candy this could <br />possibly be shared with the City. If this were occur we would need an agreement with regard to <br />maintenance, programing etc. Depending on how this would be structured it might possibly be <br />considered a part of the public dedication requirement. <br />Third, a landscape variance is proposed to allow for consideration of a partial or full native landscape <br />approach to maintain the rural feel of the corridor and be more compatible with the adjacent <br />Warembourg Open Space. Understanding this is a Preliminary PUD and the request for a variance has <br />not yet been defined it may not turn out to be what is envisioned as it will be impacted by future <br />commercial development including parking on Lots 2, 3 and 4. <br />
